1 MEMORANDUM Date: Saturday, August 12, 2000 TO: Interim Dean Renu Khator and Interim Provost David Stamps, with copies to President Genshaft FROM: Alvin W. Wolfe, Distinguished Service Professor, speaking for the Phi Beta Kappa faculty members who are applying for a chapter at USF SUBJECT: Urgent need for coordinated development of application The preliminary application must be at the Phi Beta Kappa Society in Washington on November 1. Officially the application is to come from PBK faculty m embers, but the application asks for so many specific details that it requires coordinated data collection using resources from Institutional Research, the Office of the Provost and the College of Arts and Sciences. We need also to take into account facul ty and programs from Fine Arts, the Honors Program, and programs at branch campuses. We started this process some months ago, and thought we were on schedule. Now, with changes in both the College and the Office of the Provost, we are not sure where we stand. The Phi Beta Kappa faculty are willing to do a lot for example, we have been working on the section on faculty lists, and Sara Deats and others have agreed to draft an introduction but we need a focus for the coordinated effort, a focus in the form of a person assigned to pull the data from various sources and to integrate these data into a product according with the rather rigid PBK approved format. President Genshaft will be speaking to the Annual Meeting of the Tampa Bay Phi Beta Kappa Association on October 17. It is our hope that we can have our draft document ready by October 1 so that she might draw upon it, or at least be able to mention our progress on that occasion. So that she knows that is our intention, I am sending a copy of this memo to her. The faculty are very grateful for what has already been done at both the College and Provost level, but we are concerned that, with all the other important things you have to do in your new positions, you might forget the urgency of this issue. 2 Email Message from Interim Provost Stamps, ca Sept 7, 2000, commenting on a mee ting with the USF F aculty Group for Phi Beta Kappa. The newly appointed Provost David Sta mps decided against pursuing an application for USF to host a chapter at this time, but promised to work toward an application in 2003. Following the meeting he sent the following memo ca. Sept 7, 2000. I am pleased with the outcome of Tuesday's Phi Beta Kappa meeting, and I believe we have set a clear course toward a planned application in 2003. Clearly we need time and resources in order to put together a compellin g case. At this time, I want to reiterate that President Genshaft and I are fully committed to supporting the efforts of yourself and your faculty colleagues. A central goal in the immediate future is for USF to consolidate its position as a premier unive rsity; the core of any such university is Hs liberal arts program. We believe the next year or two will be crucial in establishing plans to strengthen the university's academic presence, and a vigorous pursuit of a Phi Beta Kappa chapter will mesh effectiv ely with those plans. Thus, we are in agreement that now is not the time to push through a less than perfect application for 2000, but rather to develop an exemplary application for 2003. In support of this goal, I will commit to: Continuing support fo r the collection of pertinent data Providing resources in the form of release time to enable Phi Beta Kappa faculty to work on the application for a year prior to the deadline Providing funds for one significant Phi Beta Kappa sponsored event (such as a visiting speaker), for each year leading up to the application. Provost's Office staff will attempt to locate any relevant flles on previous applications, and will organize existing files. We will arrange for a set of relevant documents to be available to you and your colleagues in the CAS Dean's Office. I appreciate the patience and wisdom you have all shown in seeking the apparently elusive goal of membership. 3 UNIVERSITY OF SOUTH FLORIDA DEPARTMENT OF ANTHROPOLOGY MEMO: W ednesday September 20, 2000 TO: S. David Stamps, Provost ADM 226 FRO M : Alvin W olfe, Distinguished Service Professor Thanks for your promis e of suppor t toward our P hi Beta Kappa Application for a chapter in 2003. On our pbk list maintained by CAS Computing, we are discussing ways in which we can keep our effort alive during these intervening years and by doing so, also, enhance the intellectual life on campus. We also have occasional "real" meetings, for example a forthcoming luncheon at the Campus View Restaurant at noon on Wed September 27. We may make that a monthly event. We, the Phi Beta Kappa faculty, will play a role in the Undergraduate Research Competition, at least as judges, but some of us more. We expect to be involved in cosponsoring lectures and other stimulating events similar to the PBK forum that we held last spring with support from Dean Sullins. I have a specific, additional, request to make at this moment. I am attending the Phi Beta Kappa Triennial Council in Philadelphia, October 19 22. This was scheduled before it was decided that USF would not be submitting our application for a chapter this year, but it is still important that we have a representative there to maintain contact and to learn more about how the Society is leaning on various criteria and other issues relevant to our application. I am hopeful that your office, or the Office of the Presiden t will be able to reimburse me the costs of that trip, estimated at approximately $840. 4 Brief report on our PBK meeting at lunch Wed noon, September 27, in the Campus View Restaurant in USFs Marshall Center. Members present: Charles Arnade, Jesse Binford, Nancy Cole, Margaret Fisher, Carol Ja blonski, Gerry Meisels, Carl Riggs, John Shively, Pat Waterman, Alvin Wolfe. 1. Undergraduate Research Competition. PBK faculty are being asked to serve as reviewers in the Competition that is being organized under the University Honors Program. We will each be getting more information on this from Georg Kleine. All present were agreeable to the idea of our participation contingent on various schedules. Nancy Cole said she could not do it next semester. 2. PBK Association event, Pres. Genshaft's add ress at the University Club in downtown Tampa, on Oct 17, 6:30 p.m. All USF PBK faculty should attend. Anyone who did not receive an invitation should contact us and we will make sure you get one. We decided to let Dr. Genshaft know our some of the thing s we hope she will mention to that community group. Put the best light possible on USFs failure to apply during this triennium. Mention the the importance of USF faculty roles in the founding of the Association. Tell the Association how much we apprecia te their support in our current effort toward an application in 2003. 3. Events/activities that we can co sponsor in order to keep PBK alive: Lecture series, several ideas, including taking advantage of Provost Stamps promise to support a significant P BK lecture each year during this interim. Perhaps we can tie in with some forthcoming important Symposia. Pat Waterman and Nancy Cole are two members who will be looking further into these possibilities. We will also work on a more local PBK series, using our own faculty (not just Phi Beta Kappas), and inviting students (especially honors and deans list students) and all faculty. We will also try to have monthly lunch meetings, probably in the East Room of the USF Club. Margaret Fisher will work on sc heduling those, probably on Wednesdays. Comments should be directed to the list, or to Margaret. We will try to involve Honors Students and Deans list students in some activities in addition to the research competition and the local lecture series al ready mentioned. We will establish a web page either in conjunction with the Association web page (www.pbktampabay.org) or do it through USF. Most of us felt there was some advantage to both the Association and to our effort if we use the Associations (we want their support, and they need ours). All of these events and activities should help us in our main goal: "Enhancing the intellectual life of the University" 5. Name of USF faculty group. There were many differences of opinion in this area: whether we should care at all about a name; whether it should be formal or informal. There were nine strong willed people there. In the end, we will need the formality sometimes, Committee for Phi Beta Kappa, and sometimes our effort will be best served by the informal Phi Beta Kappas.

5 6. In an impromptu show of generosity some of the participants in the meeting donated twenty dollars each to begin a treasury for our group, whether formal or informal. Margaret Fisher became the ad hoc treasurer. John Shivel y mentioned that at the start of the campaign for the 1997 application, he and his wife had donated several hundred dollars to the effort. Alvin Wolfe commented that he was about to donate something like $850, because he will be attending the Phi Beta Kap pa Triennial Council in Philadelphia in October. The trip was scheduled and committed with a nonreimbursable ticket when we expected to be making our application at that time. Now that USF has decided not to apply, Provost Stamps has disapproved the reque st for reimbursement, saying: My commitment was to bring in a speaker for the Phi Beta Kappa Group, not support travel to conferences. Since I am not in a position to do both, I will have to decline your request. 7. We are going to maintain our membersh ip list so that we can maximize faculty involvement, and so that it is up to date when we need it for the 2003 application. 8. Recalling the difficulty we have had in previous years in keeping track of the records of previous activities, Margaret Fisher urged us to use the Special Collections Section of the USF Library to maintain documents that we want to have available to our effort.

6 PBK Faculty Committee for PBK meeting USF Club East Room 12:30 Wednesday October 25, 2000 Present were: Jess Binford, Spencer Cahill, Nancy Cole, Sara Deats, Margaret Fisher, Carl Riggs, John Shively, and Alvin Wolfe. (1) Promising a more elaborate written report, Alvin Wolfe outlined a brief report on the PBK 2000 Triennial Council that he atttended last weekend in Ph iladelphia. Participating there were 300 delegates from 204 chapters and 38 associations, 19 senators and 3 past presidents. Because USF has no chapter, Wolfes credentials were as an alternate delegate from the Tampa Bay PBK Association. A surprising bit of information: Only 10% of colleges and universities have chapters. One of the sessions was a debate like symposium on the proposition, Phi Beta Kappa is gloriously useless. The statement was originally published in the Key Reporter, probably wi th tongue in cheek, but there are many ways to talk about it. For USF, the sessions discussing qualifications (for institutions to shelter a chapter) and the Qualifications Committee Report were especially interesting. Florida International University an d six other institutions (Auburn University, Austin College, Illinois Wesleyan University, St.Josephs University, Truman State University and the University of Mississippi) were approved, while action was deferred on Eckerd College, simply because of the recent scandal about their endowment. Eckerd Dean Lloyd Chapin was in attendance, and upheld the honor of his institution well enough to bring the PBK Senate to compromise instead of rejecting the Eckerd application the Senate set precedent by deferring action on it until the next Triennial Council. There was considerable tension between representatives of the PBK Associations and conservative representatives of the chapters. The Associations want to be treated as equal to chapters, while the Chapter re presentatives tend to feel that their academic status gives them precedence. Constitutional and bylaws changes tend to be moving in the direction of equality, but not fast enough for some association representatives. (2) The persons who had attended th e recent Tampa Bay Asssociation meeting commented positively on President Genshaft's lecture, a very upbeat discussion of the concept of the engaged university, and what that meant for the development of USF. (3) The group reacted quite positively to the plans that Pat Waterman is working on for a series of lunch/lectures. Nancy Cole urged the group to find some way of supporting or endorsing a program that Gretchen Warren is presenting over a several week period,

7 January 12 27, 2001. It is a large, mu ltidimensional event called Dreamtime, Our Time: The Eternal Circle. We invited Gretchen Warren to come to our post lunch meeting in the East Room on November 29, to talk about the program. Even before that, we will endorse the program in some way and u rge others to support it. (4) The group liked Carol Jablonskis suggestion that we organize a Welcome Reception for new PBK faculty, hosted by PBKs and attended by key administrators. The first step is to learn who these newest PBKs are. With the help of the Provost during the spring and summer, we collected the names of the new ones to that time, but there may be a few more who have just arrived on campus. (5) Next meeting: November 15, 12:30 in the East Room of the USF Club (4 th floor of the Marshall Center). Those who wish may eat prior to the meeting on their own in the Campus View Restaurant.

8 MEMORANDUM October 29, 2000 TO: Phi Beta Kappa Faculty Members COPIES TO: President Genshaft Provost Stamps Deans Jones (Fine Arts), Khator (A & S) and Sullins (Undergraduate) Faculty Assistant Bird Associate Dean Amen (Arts & Sciences) Administrative Assistant Liz Melton (Arts & Sciences) FROM: Alvin W. Wolfe, Distinguished Service Professor SUBJECT: Report on Phi Beta Kappa Triennial Cou ncil, October 19 22, 2000 I attended the Thirty Ninth Triennial Council of Phi Beta Kappa, held in Philadelphia, October 19 22, 2000. Although Phi Beta Kappa is 225 years old they have been holding Triennial Councils only during the last century. I was o ne of more than 300 delegates from 204 chapters and 38 associations. In addition there were 19 senators and 3 past presidents participating in the Council. I was credentialed as an alternate delegate from the Greater Tampa Bay Phi Beta Kappa Association. M y primary purpose was to maintain contact with the Phi Beta Kappa Societys leaders, to learn more about how the Society is leaning on various issues relevant to USFs application to host a chapter. Occurring only once in three years, the Triennial Council is the best opportunity we have to make the personal contacts that would allow our application to be read favorably. The opening symposium and reception was held Thursday evening at the University of Pennsylvania Museum of Archeology and Anthropology. T he program was a debate like symposium moderated by Johnnetta Cole, a Phi Beta Kappa Senator, former president of Spelman College, and now a professor of anthropology at Emory University.The debated proposition, "Phi Beta Kappa is gloriously useless," was originally published in the Key Reporter by Leroy Rouner, professor of philosophy and religion at Boston University. Although it was no doubt said with tongue in cheek, many serious ways to talk about the usefulness of liberal arts were demonstrated in this symposium. Some of the comments of speakers were reminiscent of the fine talk that USFs President Genshaft gave at the Greater Tampa Bay Phi Beta Kappa Association dinner two days earlier in Tampa, where she talked about the engaged university. By the way, a delay in starting the symposium gave me a good opportunity for a nice chat with Johnnetta, a friend of many years due to our common discipline (anthropology), common professor (Herskovits), and common area of interest (Africa). The Phi Beta Ka ppa Senate reported that, in a renewed effort to champion liberal arts education at all levels, the Society has been increasing its cooperation with the National Honor Society, the largest high school academic honors society in the United States. Founded i n the 1920s by a member of Phi Beta Kappa, the National Honor Society elects more than 200,000 high school students to its membership annually. Phi Beta Kappa has

9 been increasing its involvement with their school and community programs. Assisting in an Ho nor Society program entitled Imagination and Innovationat its National meeting in Orlando in November, 2000, will be PBK chapters from Florida State and Stetson University as well as the Greater Tampa Bay Association. The Senate also reported on a n ew program, Fellows Lectureship. With the long term commitment of Phi Beta Kappa Fellows they have created Lectureship Program. That is of some interest to us because, while the regular Phi Beta Kappa Visiting Scholars serve only chapters, the Fellows program is less restricted and can possibly serve the group of PBK faculty at an institution that is trying to get a chapter. At least this is the understanding I got from talking with Douglas Foard, Secretary of the Society. For me, and for USF, the s essions discussing qualifications (for institutions to shelter a chapter) and the Qualifications Committee Report were especially interesting. Florida International University and six other institutions (Auburn University, Austin College, Illinois Wesleya n University, St.Joseph's University, Truman State University and the University of Mississippi) were approved, while action was deferred on Eckerd College, simply because of the recent worrisome news about the use of their endowment. Eckerd Dean Lloyd Cha pin was in attendance, and upheld the honor of his institution well enough to bring the PBK Senate to compromise instead of rejecting the Eckerd application the Senate set precedent by deferring action on it until the next Triennial Council. We had the o pportunity to meet the FIU provost and dean, as well as an FIU faculty member Abe Lavender who won an award for his service through the South Florida Association. One generalization I heard surprised me: Only 10% of colleges and universities have chapters The Society does not advertise this, but, in general, the delegates seem to be looking harder for reasons to reject institutions than to accept them as potential hosts -or as they tend to put it, shelters -for chapters. Discussion of the Report o f the Committee on Qualifications, by committee members and others, leads me to the following comments. There is a tendency to want greater consistency in the application forms, in the apparent belief that the committee members could thus more easily ac complish their culling task and then produce reports that are more easily comparable by the Senate and Council when they must differentiate among those institutions recommended for sheltering chapters. Out of those discussions, I cull the following word s and phrases that seem to be meaningful to one or more of the members of the Committee on Qualifications: -quality, not only of liberal arts instruction but also of the support structure of the institution that would shelter a chapter; -ambience wit h respect to liberal arts, of faculty, students, and administration; -stability in presidency, provost, dean, and a stable core of PBK faculty;

10 -were probably past the time when it was easier for a small private college than for a large public univer sity; -it boils down to the centrality and seriousness of the commitment to liberal arts education at a given institution; -we would have a pretty lively fight if the institution had anything other than a full tenure system; -the grading of instituti ons is holistic: What is the fit among the various parts of the institution? -there are three possible ratings of an applying institution: it will support a chapter; it might support a chapter; it will not support a chapter; -re web courses, local faculty must be responsible for the content of their courses; -re distance learning, how does the web affect the community of scholars? In several sessions, not necessarily in those dealing with qualifications of institutions to shelter a chapter, tension was evident between representatives of the PBK Associations and the more conservative representatives of PBK Chapters. In regard to representation and to voting rights at the Triennial Council, associations want to be treated as equal to chapters while the chapter representatives tend to feel that their academic status gives them precedence. Some voting is by individual delegates and some by chapter or association. Even a small chapter can have three delegates but the number of delegates from an association depends on its size. Changes in the constitution and bylaws tend to be moving in the direction of equality, but not fast enough for some association representatives. ***END OF REPORT***

11 USF Faculty Group for Phi Beta Kappa Report on Meeting of November 15, 2000 The Group convened in the East Room (USF Club) on the fourth floor of the Marshall Center, shortly after 12:30. Present, or arriving later, were : Spencer Cahill, Sara Deats, James Halsted, Carl Riggs, John Shively, Pat Waterman, an d Alvin Wolfe. (1) PBK Account. It was decided to write a letter thanking Provost Stamps for committing $3,500 per year for three years "to maintain high level of interest in Phi Beta Kappa prior to the next application submission date." His letter o f October 31 stated: These funds are designed to support speakers and other activities agreed on by the group. The funds will be in an account, Academic Affairs Special Programs: Phi Beta Kappa Support Group, maintained by Sarah Connelly in the Offic e of the Provost. Those in attendance at the meeting decided to name Carol Jablonski and Margaret Fisher as a Finance Committee that would work with the chair in approving expenditures from the account. That decision recognized the fact that those two w ere already handling the small cash fund that was collected at an earlier meeting of the group. (Careful readers will also note that we are now calling our group the Faculty Group for Phi Beta Kappa instead of labeling it Committee. That makes it easi er to recognize the various committees into which we will organize to get the work done, as discussed in the next paragraphs of this report.) Alvin Wolfe stated that he would request that the Finance Committee approve reimbursing him for the expenses a ssociated with his participation in the Phi Beta Kappa Triennial Council in Philadelphia. (2) There was considerable discussion of the committees to organize our efforts. The following structure and membership was decided upon, but some of the member s had not yet been consulted when this was done. Any members who would like different assignments should let that be known soon. Volunteers for service on these committees are strongly encouraged. It was noted that Gretchen Warren will be attending our next meeting (Nov 29) to talk about that program. Pat Waterman mentioned that the USF Contemporary Art Museum is active in that series of programs and she had already inquired of them what they need. We may learn much more on November 29, as to how we can help. Pat Waterman suggested that we might try, for our mini events, several series, say three sessions on f ine arts, three sessions on natural science, three sessions on social science, etc. Without taking a vote, the group seemed to support trying that approach. Margaret Fisher has reserved this East Room for us on the second and fourth Wednesdays, from Jan uary through April, two meetings per month. Thus, we are in a good postion to alternate between a mini event program and a business meeting each month. 13 USF Faculty Group for Phi Beta Kappa Report on Meeting of November 29, 2000 The Group convened in the East Room (USF Club) on the fourth floor of the Marshall Center, shortly after 12:30. Prese nt, or arriving later, were : Sara Deats, James Halsted and Alvin Wolfe, with guest Gretchen Warren. Brief Reports: The Chair: Alvin Wolfe reported that Charles Arnade, Margaret Fisher, and Pat Waterman had sent messages that they could not be pres ent today. Also, Jess Binford had sent a message saying that he would be unable to serve at this time on the committee to which he had been appointed, namely, the drafting committee, but that he would be willing to come back to work on it in the future. Wolfe also reported that he had written to Provost Stamps thanking him for making funds available to the Group. Committees. Pat Waterman sent in a report for the Committee on Mini Events. She had not been able to communicate with Gerry Meisels, the othe r member appointed to that committee, but she has selected the fourth Wednesday of each month (January 24, February 28, March 28, and April 25) as the meetings where we would invite local scholars (from a variety of fields) to come in and talk with us abou t what interests them in ways that will generate discussion among all of us. These sessions will be even more open to faculty, students and staff than our other meetings which are more for planning and business. Several ideas for programs were discussed, and we noted the need for input from the sciences. For the Sub committee on Response to the Critique, Jim Halsted brought in a memo with his comments on the June 2000 memo in which Interim President Peck reported on his meeting with PBK Secretary Dougla s Foard. Halsteds memo comments on exit requirements, use of adjunct professors, teaching assistants in charge of classes without adequate supervision, administrative transitions, and pedagogical vision giving primacy to liberal arts. For the Sub comm ittee on Organization of the Liberal Arts (and Sciences), Jim Halsted brought in a table of organization for the proposed College of Community and Professional Studies. It was reviewed with interest even though we did not know who was the architect of it. It showed eight units all of which are now in the College of Arts and Sciences: Criminology, Urban Studies, Public Administration, Rehabilitation and Mental Health Counseling, Communication Sciences and Disorders, School of Mass Communication, School of Library and Informations Sciences, and School of Social Work. Program.

14 Professor Gretchen Warren of the Dance Department explained to the group some of the background and history of the upcoming event, "Dreamtime, Our Time: The Eternal Circle." It is a cross cultural, multi disciplinary, multi faceted, educational arts event spread over a three week period in January, 2001. It brings together traditional and contemporaty Australian Aboriginal and Native American guest artists with USF and local communi ty performing and visual artists, students and educators. It involves museum exhibitions, workshops in the public schools and at USF, lecture symposia, films, and a centerpiece dance theatre production, the latter written by Gretchen Warren herself, but in volving these guest artists. Impressed with Professor Warrens presentation, the Group agreed to endorse the project. Because our interest in this program had been discussed positively at at least two previous meetings, those who were there felt that th e Group should show our support for it by committing two hundred dollars from our PBK support fund. Professor Warren reported that they still need thousands of dollars to cover the costs of production. We also encourage individuals to help support this ser ies of events by making donations to the USF Foundation earmarked for Dance/Dreamtime. (1) Planning for cosponsoring Major Events: Alvin Wolfe reported that he had communicated with the staff of the University Lecture Series about cosponsorship of certain even ts (those with high liberal arts content). Our cosponsorship of such events will have several benefits: (1) it will help liberal arts events to get selected for presentation, and (2) it will give our Faculty Group for Phi Beta Kappa some publicity in the various announcements of the events, thus calling attention to our efforts. Margaret Fisher volunteered to set up a system by which we can find the potential events that we want to sponsor. One that she had already been working on is Meighan Beasley, ant hropologist who has a number of publications and films based on her studies of the !Kung. (2) Planning reception for new PBK faculty: The group decided to try to arrange such a reception for Oct Nov 2001, honoring those faculty who joined us in 2000 and those who will come in Fall 2001. (3) Plannng for PBK representatives to meet with CAS Advisory Council on Friday, Feb 15: Our delegation will be composed of Alvin Wolfe, Sarah Deats, Bill Murray, and Carl Riggs. The first message we want them to und erstand is that we are working toward submitting an application for a chapter in 2003, and that, although that seems far away we are organized to maintain a high level of interest in Phi Beta Kappa at USF, in both faculty and administrators. Even aside from the specific goal of getting a chapter so that our best students will be eligible for the honor of being elected to Phi Beta Kappa, our activities should have an overall positive effect on liberal arts at USF. We will tell them that we are (1) sponso ring or cosponsoring "major events" like Dream Time, Our Time, Lectures in the University Lecture Series, (2) sponsoring on a monthly schedule lesser events such as the Sipiora Broer presentation on Hemingway and Fitzgerald, (3) sponsoring receptions for n ew faculty members who are Phi Beta Kappa, (4) working with honors programs and other honorary societies to generally raise awareness of scholastic honors, and (5) discussing, within our committees and with others, the ways in which USF should respond to c riticisms we have received from the Phi Beta Kappa Qualifications Committee in previous reviews of our applications. This last set of activities, discussing our responses to critiques, has led us to draft a prioritized list of issues important to our 200 3 application. Six of those issues are as follows: 1. Reorganization of the College of Arts and Sciences.

19 USF Faculty Group for Phi Beta Kappa Report of Meeting of February 28, 2001 The Group co nvened in the East Room (USF Club) on the fourth floor of the Marshall Center, at 12:30. Present, or arriving later, were: Charles Arnade, Sara Deats, Carol Bryant, James Halsted, Alan Hevner,Carl Riggs, John Shively and Alvin Wolfe. Margaret Fisher sen t her regrets. The only agenda item was a discussion of how we should respond to the critiques made by the PBK National Committee on Qualifications of our 1997 application. Our USF Faculty Group Committee on that subject presented a draft a prioritized list of issues important to our 2003 application. Out of this discussion the following points were agreed upon: 1. The USF Faculty Group reaffirms its favoring reorganization of the College of Arts and Sciences by separating the more professionally oriented (less liberal arts oriented) programs into something like a College of Community and Professional Services. This is not because we do have anything against community and professional programs, but because in the current structure they are seen by National PBK as distracting from a liberal arts core. The importance of the issue was well stated in Interim President Pecks report on his visit with PBK General Secretary Douglas Foard. I shared that (the idea of reorganizing the College) with him a nd watched him smile, lean back in his chair, and relax, as if to imply by body language, that takes care of it. Although we recognize that potential financial costs of such reorganization make it seem less likely now than it did several months ago, the USF Group for Phi Beta Kappa still looks upon it with favor, and will ask the Distinguished Professors and Named Chairs Group to endorse it as well. 2. Several issues surround the National Phi Beta Kappa Committee on Qualifications observation that USF has too small a proportion of its courses taught by full time faculty. These issues include the use of graduate students as teachers, the mentoring of graduate students along this line, the use of adjuncts to replace full time faculty, the use o f faculty lines for administrative functions, the shortage of funds to fill faculty lines that are available. We need a committee of the USF faculty group to focus on clarifying these issues and identifying a course of action that might improve USFs instr uctional system. One thing we definitely want to do is look at FIUs application to see how they dealt with similar issues. 3. Several other issues surround USFs Liberal Arts Curriculum. Liberal Arts Core Curriculum itself needs to be clarified and improved. The idea and practice of exit courses needs to be dealt with better. We suppose that improvements could be made. At the very least, we must do a better job of explaining the situation to the National Phi Beta Kappa Committee on Qualificati ons in our application in 2003. The Group determined to arrange a meeting with the Undergraduate Council, both so that we might better

20 understand USFs current practice and that they might learn from us the concerns that Phi Beta Kappa has. 4. Low gra duation rate was discussed at some length, for the Unversity as a whole, for the College of Arts and Sciences, and for athletes in particular. Again, this issue seems to call for us to better understand these rates, to work to improve them, and ultimately to explain them to the Committee on Qualifications in our application. Concern was expressed by some that USFs recent development of a sizeable football program will work against us in the thinking of Phi Beta Kappa reviewers, but the USF Faculty Group for Phi Beta Kappa is not about to buck that tide. 5. There was also some discussion of the importance of other issues Phi Beta Kappa watches carefully: improving the University Honors Program (by encouraging chairs to make it a part of faculty load rathern than overload), maintaining high quality in library holdings and services, and having stable and supportive administrative leadership. Present: Carol Bryant, Carl Riggs, and Alvin Wolfe. Charles Arnade, Sarah Deats, Margaret Fisher, Jim Halsted, Alan H evner, Gerry Meisels, and John Shively all explicitly sent their regrets. There being only a small turnout, we had a fairly free flowing conversation based on the issues raised at our March 26 meeting with the Undergraduate Council, where, it should be e mphasized, we were received very warmly, even enthusiastically, and our interests seemed to be their interests as well. Some notes: Carl Riggs had earlier questioned the wording of the issue we had states as: "Percentage of courses taught by full time te nured faculty members." Alvin Wolfe reviewed his notes from an early source of that issue -the 1998 telephone conversation that he and Jean Linder had with PBK General Secretary Douglas Foard where it was recorded as "Some of the [Qualifications] Com mittee members felt that USF had a lot of courses taught by part time faculty and graduate students." The 1997 PBK Preliminary Information form Item 7A.(3) reads: "Please indicate what percentage of Arts and Sciences instruction is conducted by full time faculty." On that issue, after recognizing that we are going to have a hard time improving our statistics, the discussion concluded with three points: (1) We must emphasize the positive aspects of using part time faculty. (2) We must review the course eva luations of courses taught by part time faculty. (3) We must make sure programs that use part time faculty give them good training and supervision. Alvin Wolfe reported that subsequent to the meeting with the Undergraduate Council, Associate Dean Wienker had sent us five packets of information on the liberal arts curriculum, etc. On Honors programs, also, Associate Dean Wienker has asked for information on all active honors programs to be shared with us. The group also agreed that, just as we met with t he College Advisory Council and the USF Undergraduate Council, a Phi Beta Kappa delegation should try to meet with each department that is important to our liberal arts curriculum, including, of course, those in Fine Arts that are a part of this applicatio n. The more we can keep PBK criteria before the faculty in these departments the more support we will have to improve the quality along these lines. It was suggested that we should maintain communication with Sue Mitchel, who both in 1997 and in the abor ted effort in 2000, had been contracted to collect data for us. She knows well how to do that, having once been USF's director of institutional research.

22 Carol Bryant volunteered to head, perhaps with an as yet unnamed co chair, a committee to study and collect information on USF library resources. We have to make sure that is well covered. Even though it was not identified as a problem in 1997, what has happened in the interim? The group decided to send an official note to David Stamps, congratulating him on his appointment, and expressing our appreciation for all that he has done so far in support of our effort to get a Phi Beta Kappa Chapter at USF. We discussed the on going evaluation of entries in the Undergraduate Research Competition. Members a re urged to volunteer to read papers NOW. Contact Alvin Wolfe. We decided to do what we can to continue our PBK work this summer. Reminder of Next Meeting -Wednesday, April 25 will be a "mini event." 23 USF Faculty Group for Phi Beta Kappa Re port of Meeting of May 9, 2001 After some confusion as to when, where and whether there would be a meeting at all during this inter session period, we finally did meet: Nancy Cole, Alan Hevner, Carl Riggs, John Shively and Alvin Wolfe. We welcomed Nancy back after her semester at the London Center where she taught what else Theater. Without going into a lot of detail here, since no votes were taken and no firm decisions arrived at, we will just list the topics dealt with. (1) Nominations and appo intments of the new University Board(s) of Trustees. The Greater Tampa Bay Association of Phi Beta Kappa is taking some initiatives along that line. Relevant are web sites: < http://www.leg.state.fl.us/data/session/2001/Senate/bills/billtext/pdf/s1162er.pdf > (that yields the complete bill, but most relevant are sections 13 & 14) and . (2) Major Events that we must plan for. We need ideas. We can tie in with community group events also, and Bill Schuerle might be a good contact for that. (3) Mini events Alan Hevners presentation of electronic data warehousing was enjoyed by a few of us on April 25, unfortunately few. It would be great if Bill Murray could present some of his work on Classical Greek Trading to our faculty group (many missed the opportunity to enjoy it at the PBK Association Dinner in April). We should take advantage of th e fact that we have the East Room scheduled for second and fourth Wednesdays for the rest of the summer and for the Fall semester, thanks to Margaret Fisher. (4) Undergraduate Research Competition. We served as readers for it in 2001, and hopefully will be involved next year as well. (5) We need to schedule our meetings with the various liberal arts departments in order to let them know what we are doing, much as we did with the CAS Advisory Council and the USF Undergraduate Council. Jesse Binford volunteered to help with that. In addition, the Group decide d to communicate with coordinators of other lecture series, such as the Kent Nagle Lectures, the Biology Series, and the Cole Lecture Series on Ethics, to find other opportunities to foster and enhance the ideas and experiences of liberal arts at USF and i n the community. Carl Riggs reported on recent discussions with President Genshaft and Provost Stamps in which their support for Phi Beta Kappa was clear. John Shively reported that he and other Rotarians were much impressed by a recent presentation by Pr ovost Stamps on liberal arts and the engaged university. John reminded us that we must continue to work on our responses to the critiques by the PBK Committee on Qualifications, and dont forget to prepare that application materials early enough that we do not have to rush at the last moment (which will be October, 2003). Margaret Fisher urged us to involve more faculty members, perhaps by having a workshop on a weekend when faculty will be more ready to take the time for it. Charles Arnade, Nancy Cole, Alan Hevner, and Steve Permuth messaged that they could not make it to this meeting. Major Events. Collaboration with University Lecture Series was discussed, and we are at this point waiting for Laurie Woodward to return to campus so that we can do more along that line. On coordination with the Greater Tampa Bay PBK Association, we discussed their de sire to have someone from the USF Medical School as a speaker at their October dinner. We will contact Michael Hoad, Health Center Public Affairs Director, for help, and perhaps USF Faculty Group can cosponsor the lecture in association with the Associati ons dinner. The group asked Alvin Wolfe to check with the national Phi Beta Kappa Society about inviting the Executive Secretary as well as possible regional lecturers, both in collaboration with the Greater Tampa Bay Association. Collaboration with Coll eges. CAS collaboration is on hold awaiting Bruce Cochranes return to campus. Alvin Wolfe reported that he has written to Dean Ronald Jones about similar collaboration with an Associate Dean of Fine Arts in order to ensure that the arts curriculum is in cluded in our new application. Board of Trustees issues: The draft letter to members of BOT was discussed, and it was decided to mail it on September 10. The group expressed some concern about how slowly the new Board is getting organized, noting that th ey seem to be awaiting some instructions from the governor. It was reported that the Governor was supposedly going to give all the new board members, statewide, some orientation on July 13, but nobody present at the meeting had heard whether such a meetin g took place. Planning Events: (1) Reception for New PBK Faculty. The USF Faculty Group for Phi Beta Kappa has been invited to enclose in a packet being sent by the Office of the Provost to all new faculty from January/May/August a letter requesting Phi Beta Kappa members to identify themselves. Once those are received, we will be able to invite them to a reception of some kind. (2) Event relating to the Undergraduate Research Awards. Negotiations are being carried on with Georg Kleine who di rected the Undergraduate Honors Research Awards to cosponsor some event in which those students would be honored by being able to present their paper to an audience. Groups Committee List. The most recent Committee List was reviewed. It is hoped that Spencer Cahill will agree to replace Carol Jablonski as chair of the Committee for the Reception for new faculty. Also, it is hoped that Al Hevner will chair the Committee on the Library, serving with Carol Bryant and John Shively.

29 Issue of Administrat ive Grade Changes. Carl Riggs reported on the assignment he was given some weeks ago, to look into the issue that was brought up by one of our members, that the faculty prerogative of assigning course grades was eroding in that on at least one occasion a grade was changed in the Office of Undergraduate Affairs over the protest of the faculty member and without the expressed agreement of a department chair and, possibly, the college dean. Carl Riggs reported that the issue is complicated, not a clear cut ca se of one side being right or wrong, but that it certainly points out that university policies in this regard should be reviewed and clarified if need be to assure that such misunderstandings do not occur in the future. He said that both the Faculty Senat e and the USF chapter of UFF are looking into it and it seems not to be something the PBK group should rush into. Before adjournment, John Shively reminded the Group that we must not let too much time slip away so that we find ourselves rushing to mee t the 2003 deadline. He called attention again to the promise of the Provost to provide released time to a Phi Beta Kappa faculty member to work on the application. He also noted that we need to pay attention to the impacts on liberal arts if the new col lege of professional and communty affairs develops.

Charles Arnade, Nancy Cole, Alan Hevner, Carl Riggs, John Shively all messaged that they could not make it to this meeting. The group discussed the wisdom of having a pr oper nomination and election procedure, with a chair and a vice chair serving specified terms of office so that we can complete the complicated task of preparing the USF application by October 2003. The group approved a motion by Sara Deats to appoint a c ommittee to seek nominations and to decide the details of how the election should be implemented. Named to the committee were Margaret Fisher, Carl Riggs, and John Shively, three of our most active retired faculty members. The group seemed to favor doing all this via email, using the email pbk lyris list that Alvin Wolfe maintains. Instead of relying on persons to subscribe (approximately 35 have), it was suggested that he should subscribe all the Phi Beta Kappa faculty whose email addresses he has (appr oximately 70) and put the burden on them to unsubscribe if they wish not to participate. It is very simple to unsubscribe. The group discussed the worries that some members have about academic freedom, noting that issues such as (1) USF apparently awa rding a student $25,000 because she claimed to be offended in an art class and (2) USF administrators apparently awarding a student a change of grade from a B to B+, apparently on grounds that the syllabus had not adequately defined participation, sugg esting loss of faculty control over grading. None of those at the meeting had complete information about either case, so the discussion was rather general, about the extent to which such issues might be brought up by the PBK Qualifications Committee or th e PBK Senate. Future programs of the USF Group were discussed. They include: USF Honors Director Stuart Silverman on Sept 12, cosponsorship of three of the University Lecture Series (see ULS web site for details), Reception for New Faculty (date not d etermined), visit with the Director of Libraries (to be arranged by our subcommittee on the library), program involving winners of the Undergraduate Research Awards (under discussion with Georg Kleine). A noteworthy development: A California circuit appeals court ruled in favor of a univeritys fi ring of a professor who did not comply with the grade change policies of the university. AAUP noted, This decision runs contrary to accepted academic practice and AAUP policy, where faculty members evaluate student course work and assign grades.

Guests present: Stuart Silverman, Director of USF Honors Program, and Bruce Cochrane, Associate Dean, College of Arts and Sciences. Members Charles Arnade, John Sh ively, and a few others messaged that they could not make it to this meeting. The Report of the Nominations & Elections Committee was given by Margaret Fisher. Twenty Phi Beta Kappa members voted by email to Margaret Fisher, and the nominated slate of o fficers was elected. Alvin Wolfe, Coordinator, Nancy Cole, Program Officer, and Carol Bryant, Logistics Officer. Those present approved the report and validated the election. Honors Programs Director Stuart Silverman made a presentation. The USF Honors Program began in 1983 with the primary goal being to attract and retain the very best students. There are now 1300 students in the program, and this year we have just admitted 380 first time in college students with SATs at 1300. He described the set of prescribed courses epistemology, specialized arts and science courses, area courses, ethics, language and the thesis requirement. The Honors Program encourages "community" by maintaining an Honors Lounge and a computer room in FAO. He described the R esearch Scholars Program, in which the Distinguished Professors Group participates. Staffing honors is the main task since the Program does not have its own faculty (although Professor Silverman is preparing a proposal requesting an Honors College with fa culty). Now, he recruits faculty through the chairs and is able to pay in two different ways. He can either transfer funds to the department that furnishes the faculty member or he can pay the faculty member individually as "overload." Director Silverman distributed a handout (available upon request) covering the following subjects: (1) List of schools where honors graduates pursue advanced degrees. (2) 1987 2001 numbers of FTIC students in honors. (3) numbers registered in honors classes, 1994 2001. (4 ) list of various sub programs, from Annual Honors Conference to Undergraduate Research Competition (in which PBK Group played a part). (5) Comparison of some data on Honors Programs at other schools, for example UCF, FSU, and FIU each have a Dean and Asso ciate Dean for Honors. There was so much discussion about the Honors Program that we did not get to the rest of the agenda, which will be postponed to September 26 (at 12:30 in the EAst Room of the Fourth Floor of the Marshall Center). We took up, once again, the long delayed discussion of gra ding policies particularly the grade change policy that had been put on the agenda some months ago (in July?) by Charles Arnade. Carl Riggs had been asked to look into it and he reported back in August that it looked as if both the Faculty Senate and the USF Chapter of UFF were looking into it, so there seemed no need for our rather independent Faculty Group for Phi Beta Kappa to get into it. Not ready to die, the issue came back on September 11 as a more general concern about academic freedom linked with other issues, such as that of the USF response to a student complaint of being offended in an art class, and of what has been called the tyranny of the syllabus that denies faculty members any flexibility in adapting to situations.Since we were too occupied with the Honors Program on Sept 11, the issue was postponed. Raised again, on Wednesday, September 26, the members of the group still felt they had insufficient information on which to take a strong stand. They asked the chair to draft a stateme nt -to the Provost, to the Faculty Senate and to the United Faculty of Florida -at least stating what is the general position of the Phi Beta Kappa Society on academic freedom and on faculty control of the course of study in a liberal arts institution. The Group then discussed future programs, summarized as follows: Greater Tampa Bay Association Dinner November 1. Dr. David Morgan of the USF Pharmacology Department will speak on Alzheimer's Disease. We still consider PBK as cosponsoring it even if we did not get noticed in the brochure. (b. The Group approved $200 to contribute toward cosponsoring Donald Johansons lecture next semester. (c. Reception for new faculty. Nancy Cole will communicate with Spencer Cahill, to schedule something, perhaps as early as November 4, in connection with a production of Trojan Women. (d. As you know, several of us attended Dr. Perez's presentation on the USF library system. She has offered to have her

I have also made a list of new initiatives she discussed last Friday that we should describe in the next application. William Murray will spearhead the discussion of the Resource Center and other items related to history. I might ask other subcommittee members to take certain items as well. Carol Bryant 4. Alvin Wolfe reported that he had represented the USF Faculty Group for Phi Beta Kappa at a meeting of the College of Arts and Sciences College Advisory Cou ncil. As we experienced in visiting that Council last year, the Council is already very much interested in the kinds of academic improvements that PBK is interested in. Associate Dean Bruce Cochrane was present and he reviewed for the group his take on w hat must be done and how we are doing. Dr. Cochranes statement, based on his reading of the documents we supplied him relating to our 1997 application, is available from Alvin Wolfe ( wolfe@chuma1.cas.usf.edu ). 5. The Group discussed widespread concerns about the effects state budget cuts are about to have on USF, not only in the next fiscal year, but even in this current year. From the perspective of Phi Beta Kappa, we worry that in the flurry of seek ing ways to save a dollar here and a dollar there, decision makers may lose sight of the liberal arts mission of the University. That mission includes teaching and research and service. The Group should be watchful as these crucial decisions are being ma de. 6. We are all urged to participate in the Greater Tampa Bay Association Dinner, November 1. Although d ated 2000, it was just received this month, and it describes the process and the selection criteria that should be applicable in 2003, the year we plan to apply. Wolfe, Chair, USF Faculty Group for Phi Beta Kappa SUBJECT: Academics in the Budget Process Any budget reduction is stressful and carries with it risks of damage to the Universitys ability to meet the needs it is expected to sat isfy. What apparently confronts us now -a five percent budget reduction in mid year followed by a permanent base budget reduction -goes well beyond that to the level of trauma and desperation. The USF Phi Beta Kappa faculty are concerned about the si tuation, knowing that such reductions will result in painful consequences and a slowing of USF progress towards achieving the vision we share. We urge you to give highest priority to protecting the essence of the University and to minimize damage to the p ursuit of our mission and our long term goals. These goals are squarely in the areas of academic teaching, research, and public service programs and it is the faculty members who are responsible for achieving them. Not only is it important to protect the se programs in the interest of USFs long term success, but it is also important to send convincing messages to the USF and external communities that academics are indeed on the top of the priority list of the President, Board of Trustees, and other admini strators. To be convincing requires clear evidence through the budget revision process that USF is seeking to protect its academic programs above all else. It also requires that, throughout the process, the reductions are shaped by faculty and academic ad ministrators as the primary decision makers. We hope that you will take this opportunity to demonstrate factually and symbolically that under your leadership the academic mission drives USF, and that the University budget is treated as a mechanism to imp lement or, at least, to protect USFs future academic mission. Grade change policy dated October 19. He thanked us for the concerns we expressed, and assured us that he is absolutely committed to the pr inciples of academic freedom that we cited He has asked Vice Provost Phil Smith to organize a group including the presidents of the Faculty Senate and UFF to clarify the process by which grades can be changed. While we had no official information about the review group, Charles Arnade had reported to us by telephone before the meeting that it was his understanding the group was drafting a policy that would state (1) that no single officer will be able to change a grade, and (2) that the procedure would b e uniform across all colleges. The Group noted that it was grateful to Dr. Stamps for responding to our letter, and noted in passing that we had received no response from the members of the Board of Trustees to whom we had written on September 10. [Just a few days after this meeting, we received a response from Richard A. Beard, Chairman of the Board of Trustees, thanking us for writing to them. His letter was dated November 14, just the day of our meeting.] The Group discussed the planned luncheo n to honor winners and judges of the Research Competition on Friday, December 7, at noon, Marshall Center 4 th floor. The Group discussed Derrie Perezs December 12th visit with us concerning USF Library facilities and services Our own Library Committee (Carol Bryant, et al.) will prepare an informative package that will help us be ready for serious discussion of how USFs Library can be a great asset to us for our 2003 PBK application. Copies of the Phi Beta Kappa Societys document on The Founding of New Chapters were distributed. It was announced that Alvin Wolfe has been added as a signatory of the USF Credit Union account in which are held the $75 or so that was collected for the Groups use. More donations are, of co urse, welcome. The Group decided that for next semester, January through May, 2002, we would meet on the second and fourth THURSDAY, instead of Wednesday. Margaret Fisher,

46 will, we presume make the necessary reservations of the East Room. All those who h ave not been able to come on Wednesdays are urged to clear your calendars for Thursdays this next semester. Questions were asked about the plans for a College of Professional and Community Studies that are now said to be dead or in limbo. [Although it was not known at the time of the meeting, on the very next day, Thursday, November 15, both Provost Stamps and President Genshaft responded to that question. The plans are delayed for at least a year, but there is hope, they say, for an Honors College.] Al Hevner informed the Group about the development of a small business Incubator that is being developed by USF, using space in Telecom Park. At least two participants are Professor Hevner, with his Health Care Information Management, and Profes sor Dunnelly, with his Modelitics. The final bit of discussion was some raving about the lecture by Professor David Morgan at the Phi Beta Kappa Association Dinner, on November 1. Present were: Carol Bry ant, Nancy Cole, Sara Deats, Margaret Fisher, Bill Murray, Carl Riggs, John Shively, and Alvin Wolfe. Our guest was Derrie Perez, Interim Dean of USF Libraries. Sending messages of regret were Charles Arnade, Jim Halsted, Kathleen Heide, Al Hevner, and Ge rry Meisels. The Group heard Derrie Perez on developments in the library system since our 1997 PBK application, and discussed many aspects of those developments that are of particular interest to Phi Beta Kappa. Without attempting to summarize the severa l hour discussion, I will just list the topics: Statistics on volumes, etc. Values, Goals, Interests of USF library with respect to the Association of Research Libraries. Special Collections of liberal arts interest -e.g., Boucicault, Globalization, Bar tok, etc. Virtual Library -no longer a project, now a way of life. Strong ties with faculty, some Library faculty are PBK affiliated. Collections Development: Allocations, approval plans, enhancement. Budget cuts bad now, may be worse in 2002 2003 Foundation Accounts. Floridas new Structure of Higher Education BOT, Commission on Education, Legislature. Regional Campus libraries. Our own Library Committee (Carol Bryant, et al.) will follow up on the many leads this meeting gave us toward prepar ation of our 2003 PBK application. Before the Group meeting adjourned, there was some discussion of the new USF Mission Statement, and it was agreed that although it may be too late to have immediate effect, we should still make some Group statement on it The Group adjourned about 1:50 p.m. Next Meeting, Tuesday, January 8, the first of many meetings on our new schedule. After considerable discussion o f the predicament USF is in, because no matter how it comes out, it may not look good to the Qualifications Committee and the Senate of thePhi Beta Kappa Society. The Group decided that we "view the situation with alarm," and we encourage the establishment of some sort of standing faculty council on academic freedom, perhaps along the lines suggested by the Faculty Senate. The PBK Faculty Group continues its own standing concerns about academic freedom, since that is one of the premises of the founding of P hi Beta Kappa in 1775. Programs: Our sponsorship of the lecture by Ellen Schrecker, on Friday, January 11, 2002. "Academic Freedom: A Historical Perspective" was announced. Dr. Schrecker is Professor of US history at Yeshiva University, New York and t he former editor of Academe, journal of the Americans Association of University Professor. Nobody at the meeting had the ULS announcement of this Spring's lectures and events, some of which the USF Faculty Group for Phi Beta Kappa is sponsoring. With the intention to get on with our major task of this term and the 2002 2003 academic year preparing the application for submission to Phi Beta Kappa in October of 2003 -the meeting adjourned. Report of Chair: (1) Sara Deats, having reviewed the USF Mission Statement (on the web at http://www.usf.edu/planning/mission.htm l ) tells us that it seems to contain the suggestions that our group made, about creativity and culture and liberal arts, so that we should deem it acceptable to us. (2) We have invited Phi Beta Kappa Executive Secretary, John Churchill, to visit US F on or around April 4, when he is scheduled to address the Phi Beta Kappa Association of Greater Tampa Area. Review of impact of the current tenure/academic freedom furor on our PBK mission. Noting that our Group had not communicated to anyone our concl usion of January 10 that we viewed the situation with alarm, even though it has been discussed at every meeting since, it was decided to send a letter to President Genshaft telling her that we are concerned primarily that the process did not sufficiently involve faculty. (The draft letter is being circulated to all members of the PBK list separately from this report) The Floor was open to discussion of the work of the Committees. a) Committee: 2003 Application. While recognizing that some of the sub committees have made progress, the Group expressed the desire to see something in writing. Each subcommittee chair should consider what can be drafted now, leaving the specific numbers to be filled in at the last minute. b) Committee: Major Events. We are doing quite a bit now: Forthcoming events: David Bevington (English, Feb 22); Sidney Mintz (Anthropology, Feb 26); William Dressler and Kathryn Oths (Anthropology, date tba);Mike Finn (ULS March 20, and April 5?). c) Committee: Mini Events. We should develop some local lectures or focused discussions such as we have had in connection with our meetings last semester and last year. We should talk to the Faculty Research Council and others who receive faculty grant applications to find interesting projec ts that could be reported on under the Phi Beta Kappa rubric. d) Committee: Finance. Our small funds are getting us through the academic year. e) Committee: New PBK Faculty. It was decided to invite Nicole Discenza to serve on this committee, to help Spencer Cahill, develop something, perhaps a special mentoring program.

53 Summary sometime in April 2002: Accomplishments and Activities of USF Faculty Group* for Phi Beta Kappa We take this opportunity to review some of what our USF Faculty Gr oup for Phi Beta Kappa has accomplished during the several years of its existence, since September 2000. The overall aim is to keep Phi Beta Kappa ideas alive here and to strengthen USFs liberal arts base. A side from the specific goal of getting a chapt er so that our best students will be eligible for the honor of being elected to Phi Beta Kappa, our activities are intended to have an overall positive effect on liberal arts at USF. We hold regularly scheduled meetings twice a month -the first meeti ng is generally for planning and business, the second program oriented, intended to attract others of the University community. (1) Cosponsoring "major events" like Dream Time, Our Time, produced by Gretchen Warren of Fine Arts, and cosponsoring some lectures in the University Lecture Series and other series: October 15, Dr. Bernard Wood on Human Evolutionary History; October 23, Dr. Megan Biesele, "Anthropological Activism and Research;" November 5, Stan Curtis, "Leading to Caring Caring to Lead." A special 2 p.m. event just prior to the special 3 p.m. performance of The Trojan Women, on Sunday Nov 4, a discussion of "the hidden costs of war" by Ava Chitwood, Ippokratis Kantzios, and William Murray. Spencer Cahill, Margaret Fisher, Bill Murray, Carl Riggs, and some others sent regrets. Ag enda Item A. The Group reviewed the status of our involvement in the Phi Beta Kappa Forum: 2002 2003 A Conversation on Relevance: The Social Value of Liberal Education. The USF Group has agreed to collaborate with the Greater Tampa Bay Association and with the Sarasota Manatee Association in whatever ways that are feasible, recognizing that it is the "Associations" that are to be the focus of these nationally organized "conversations. Dean Lloyd Chapin of Eckerd College has agreed to serve as moderato r. We still need to identify a person who would do a good job as recorder. This should be a person who understands the issues, and is an especially good listener who will capture the salient points of the group conversation and put them into a format that can be used by the Society in preparing the summary documents for the 2003 Triennial Council. Both the moderator and the recorder must go to Washington on Friday Sept 13 to receive specific training in the task of leading our public "Conversation" which wi ll be scheduled one day between November 11 and November 24. John Shively's suggestion that we should try to involve Provost Stamps in the event was well received (although this is a national PBK Society initiative and so far they have only involved PBK me mbers). Agenda Item B. Liberal education in times of crisis. Dr. Shively presented an interesting PBK document from 1943 suggesting that in a period of emergency (in that case, World War II) some aspects of liberal education "must be in abeyance." With out proposing that the Group take any further action, beyond our letter to President Genshaft in February and our further discussion of faculty responsibilities associated with tenure, Dr. Shively just wanted us to have the information that the Society has in the past recognized the special circumstances in a time of national crisis. Agenda Item C. After considerable discussion of many aspects of how we should define the college of arts and sciences for the purpose of our application in 2003, a conse nsus was reached. We will recognize, as does the College of Arts and Sciences now that certain departments offer only professional degrees and should not be considered as part of what we define for PBK purposes as the college of arts and sciences. Those are Communication Sciences and Disorders, Library and Information Systems, Mass Communication, Rehabilitation and Mental Health Counseling, and Social Work. All other CAS departments will be in, as will Economics which, although administratively

56 under the College of Business Administration, is listed as offering the BA in the College of Arts and Sciences. After discussion, the Group also decided to include in our version of the college of arts and sciences for the purposes of the 2003 application, the d epartments of art, theatre and music from the College of Visual and Performing Arts. It was agreed that we might have to make a special effort in our application to explain the contribution of certain departments to the liberal arts program because the P hi Beta Kappa Society has, in one place or another, cast doubt on them. For example, an April 24, 2002, letter from the Director of Chapter Relations included in a list of fields that should not be included in your college of arts and sciences, communi cations, and applied art and music. Also, among the Qualifications Committees comments on our 1997 application there was a disparaging remark made about criminology, perhaps because they saw it more as police training than as an academic discipline. In writing our application we must present our programs in the best possible liberal arts light. So, we are now prepared to start drafting the application and to begin collecting the appropriate information to back it up. After a brief discussion of the USF Groups plans to sponsor or cosponsor lectures and major liberal arts events during the forthcoming academic year. We did well last year, and we must be active again, in university wide events. -Alvin W. Wolfe
