Scenario 1: Downtown Tourist Hub Move Church to Los Llanos Make downtown all tourist-based activity: o Welcome Center o Bus Station o Small history museum Municipal buildings, transfer station, library, PT center, Police/fire station, and parking all on Colegio property o Well organized complex with easy access Car and pedestrian road at boundary of property, co nnecting new complex with main road. New shopping center across from old municipality lo cationassuming will have no effect on rest of downtown Scenario 2: Downtown Civic Center Church remains downtown o New redesigned building in same location o Redesign rest of church property to include: Green space Space for youth recreation Plaza/gathering area o Relocation of Tourism Center, Soda, and Heladeria Move Municipal buildings to downtown center o Municipal offices, library, and police station PT center and Recycling Transfer Station remain on Colegio property near clinic New Shopping Center is built o Will include Tourist Welcoming Center, Museum, and bus station o Pedestrian connections between downtown Santa Elena and Shopping complex in order to stretch parameters of downtown area. Avoid competition between two commercial centers

Scenario 3: Mainstreet Propose development patterns that focus around mult iple centers that promote compact growth. o Move Church to Los Llanos Proposed new school near church site Big green space for recreation and youth As a result, residential community develops around this social center Promotes conservation of forest cover and smart gro wth for Los Llanos o Downtown Santa Elena becomes a mixed use anchor for entire community Small chapel on church property for weekday masses and small gatherings Includes small plaza/green space Propose multi-family housing in 2-3 floor mixed use buildings Living quarters above commercial spaces Propose design standards to create a uniform, aesth etically pleasing downtown o New Shopping Center acts as gateway for tourists in to rest of community Bus Station, Welcome Center, and Museum Design to function less like a Strip Mall, and more mixed development Locally owned cafes, smaller affordable shops, pane derias located on lower levels of 2-3 story multi-use buil dings Provide affordable housing on upper levels (for ren t, and short-term stays?)
