Summary:
Built in 1915, the lower, 3-story part is topped by a plain frieze, or architrave, heavily dentilled (bracketed) cornice, and balustrade; all part of a dominant entablature visually supported by columns. Above this block rises a 5-story tower, the bottom story with arched windows and prominent keystones. The tower is topped first by a cornice, then a stepped back story (again with cornice), then a shaft with clock-faces, topped by an onion dome. From a certain distance, the tower sits on a floating platform. From another distance, one sees the latter supported by arches and piers which sink into the main block's core and must be as high as those of Roman aqueducts. Listed on the National Register of Historic Places. This is a cornice detail.
