This is perhaps the most eclectic building designed by M. Leo Elliott. Built in 1921, it has a wealth of decorative detail. A broad terra-cotta cornice is its most distinguishing feature. It has a plaster eagle above a double-headed decorative lintel, with swags of the second story windows lined up with the neocolonial cum Egyptian revival main entrance. A small version of the eagle is present above the continuous lintel/belt course of the first story, where it is poised above the foliated capitals of the window mullions. The building has been vacant since the 1960s and is being restored.
