Scope and Content:
Three quarters of the collection contains information on administration; the remaining quarter contains information on training. The administrative portion includes documents regarding the office’s accreditation, creating a new jail, the Community Corrections Partnership Act, Jail Administrators Conference, a speech, and a jail report. Items concerning training consist of police and administration examinations and articles relating to basic field training.

Biographical:
Walter C. Heinrich was born in Harrington, New Jersey in 1926. He served Hillsborough County as a police officer and Sheriff for 44 years (1949-1992). He accelerated through the ranks very quickly and became the youngest Captain in department history. Heinrich implemented many changes during his 15 years as Sheriff, introducing reviews, psychological testing, and polygraphs as part of the hiring process for potential police officers. Heinrich was also a strong believer in proper training and established a training bureau in 1979. During his appointment as Sheriff, the Hillsborough County Sheriff's Office became the first Sheriff's Office in the southeastern United States to attain accreditation by the Commission on Accreditation for Law Enforcement Agencies, Inc. Although Heinrich did not seek re-election in 1992, he continued teaching at colleges and conducting surveys of police departments for the Commission on Accreditation.
