INTRODUCTION The City of Orlando requested that the TOM Clearinghouse at the Center for Urban Transportation Research (CUTR) conduct a study of the viability and potential effectiveness of various transportation demand management strategies in reducing the number of employees driving alone to the Orlando City Hall. The study was funded by the Florida Department of Transportation. Although parking and traffic problems have not yet reached a critical stage, the City of Orlando wanted to provide an examp le to local employers of how TOM strategies could be used to effectively reduce traffic. The policy framework might by categorized as follows: Laissez-faire PolicyGenerally, this type of program seeks to encourage mode changes without financial incentives or disincentives, typically involving a part-time employee assisted by a local or regional agency in the provision of ridematching services and perhaps the existence of a guaranteed ride home program. Generally, the trip reduction impacts of such a program are negligible. I ncentive-based Policy Under such a policy, the employer offers only incentives (e.g., bus subsidies) but doesn't use disincentives such as parking charges. Generally, trip reduction for is higher for incentive-based policies than for lai ssez-faire policies. Revenue Neutral Policy The employer's objective is not only to maximize trip reduction but to assure that revenues equal expenses. This policy involves the use of disincentives such as parking charges to fund incentives such as the cost of travel subsidies and or support services (e.g., shuttles or guaranteed ride home programs) for use by those who do not drive alone. Maximizing Trip Reduction This policy focuses on maximizing the reduction of vehicle trips within acceptable bounds (e.g., parking charges can't exceed a given amount). Which policy is dominant will depend on the consensus reached by the lead stakeholder. the city traffic engineer may seek to maximize vehicle trip reduction the parking manager also may seek to reduce the number of vehicle trips but also be concerned with revenue implications. the commuter may seek to obtain the incentives that have the most flexibility. the program administrator may require the trip reduction program to generate enough revenue to offset the costs. the transit agency may support strategies that maximize transit ridership. Furthermore, the trip reduction program is likely to be subject to a financial constraint (i.e. what trip reduction benefits can we expect for our $50,000 investment?). There isn't one right answer. Policymakers need to balance these different constituencies to arrive at their own "best" solution. The model described in this report allows for the examination of different packages of strategies and different levels of stringency of particular measures. 2

STUDY DESIGN AND METHODOLOGY Description of discrete choice methodology Based on tbe objectives for tbe Orlando study, it was determined that tbe most appropriate method for analysis was a discrete choice approach. Typically, discrete choice surveys present a series of options between which tbe respondent is asked to choose. Each options is described as a combination of different levels of various attributes, such as cost, travel time, mode, etc.' The analysis of discrete choice studies can be conducted in a variety of forms. The most appropriate analysis technique for this particular project was a multinomiallogit model, since four options were available to tbe respondents. Logits are combinations of tbe variables and base data collected from each respondent. Models are built by specifying combinations of variables (or forms of variables, such as ratios, exponents, etc.) tbat are inputs into tbe respondent's choice determination. A separate logit is used to describe each of tbe respondents choice options. Each logit can be considered as an estimate of tbe option's utility to tbe respondent, given the levels of tbe attributes and tbe values of tbe base data ("Utility" in this sense should be seen as a measure of attractiveness of tbe option or alternative to tbe respondent). Sampling The City of Orlando had approximately 525 employees working at City Hall at the time of the study While it would have been sufficient for valid modeling purposes to survey a portion of the employees, it was determined that, because of the importance of the issues involved to the employees, they should all be given the opportunity to respond to the survey. Questi onnaire Design The purpose of the study was to determine the extent to which certain factors controllable by the City would induce employees to use alternatives to driving to work alone. Therefore, it was decided to have respondents state their preference of commute mode on the survey Some stated-preference discrete choice studies have been conducted in the past by allowing the respondent to merely choose either drive alone o r rideshare, given a set of attribute levels 4 CUTR's belief was that some respondents might have constraints that prevent them from using commute alternatives all 5 (or 4, or 6, or 7) days per week However, they might still want and be able to take advantage of ridesharing or other alternatives I or 2 days per week Such constraints might include needing to pick up/drop off children at school or daycare, needing to run emmds during or directly after work 2 or 3 days per week, and so forth. For these reasons, a relatively unique approach was taken to the modeling process. Instead of choosing one mode versus another for all commutes the respondents were given the choice of splitting modes over a !-week period. They were asked to respond how many days per week they would choose each mode given a set of conditions. The data was then analyzed as if respondents had made five separate choices for the conditions This approach is the "repeated observations" approach.' This allows greater flexibility for the respondent and may reflect a more accurate description of how the respondent would behave. It was further detennined that there were essentially four modes that employees could use to get to work: Driving alone, carpooling, riding the bus, or biking/walking. For employees that did not live near a bus stop, a vanpool option was introduced to replace the bus. The vanpool program would be operated by LYNX, Orlando's regional transit operator. The program would provide a fully insured and maintained van for $400 per month, usable by eight or more commuters. The vanpool option was offered to any employees that lived over 1.5 miles from existing bus lines. Because the expense of the program as designed was so high compared to other options, it was detennined to give as many employees as reasonably possible the option to ride the bus. Having detennined the form that the responses will take, the process of developing this type of questionnaire continues as follows: I. Determine the set of conditions that are to be varied (e.g. parking costs, subsidies, opportunity to telecommute or work on flextime hours, etc.). 2. Determine the levels of the variables that are appropriate for the study (e.g. parking costs of $20, $40, $60 per month, subsidies of S I 0, $20, $30 per month, etc.). 3 Determine other data that should be collected to provide the modeling process with the most appropriate variables. 4. Detennine any potential interactions that should be tested. Interactions occur when the effect of the levels of two variables combine to create an effect significantly different than the effect of the variables taken separately. (For example, suppose someone wants to get a cup of Brand X coffee (which is the only brand they will drink) with milk, but they absolutely will not drink any coffee black. The value of Brand X without the milk is low, the value of adding milk to coffee in general is low (since they won't drink other brands). But the combination of Brand X and milk is very high there is an interaction between those levels of the variables.) 5. Select an appropriate orthagonal array (or fractional plan) to represent the variables. The orthagonal array shows the smallest numbe r of combinations of variable levels required to produce a valid model estimation. To illustrate, suppose we wanted to model someone's utilities for ice cream. We would want to know how they preferred to eat the ice cream (sugar cone, plain cone, waffie cone, or cup), what flavor of ice cream they wanted (vanilla, chocolate, cherry, or strawberry), and type oftopping (sauce, candy, nuts, fruit). Clearly, the potential number of combinations is huge. The orthagonal array gives us the smallest number of combinations that we can use and still accurately model a survey respondent's demand. This is a necessary step, since even the above ice cream example with three variables of four levels each would require 64 questions to test all of the possible combinations 5

The factors which the city can control fall into two categories: disincentives and incentives. Disincentives included establishing the parking charges in the city-owned employee parking lots (these were free at the time the study was conducted) and assigning certain parking spaces (or even entire lots) to be limited to high-occupancy vehicles. Incentive measures included payment of transportation allowances, subsidizing bus passes, establishing more flexible work schedules (including flextime and telecommuting) providing showers and bicycle locker facilities for bikers and walkers, and providing a Guaranteed Ride Home program through the Downtown Orlando TMA. The Guaranteed Ride Home program provides a free taxi ride to any employee using a commute alternative who experiences an emergency or other situation that requires them to have a vehicle at their disposal. Because there was some doubt as to whether flextime and telecommuting policies could be implemented rapidly in an across-the board, uniform fashion within the city workforce, it was determined that interest in those options would be measured for possible future implementation, but that effect of these incentives would not be measured in the discrete choice portion of the study. 6

The incentives and disincentives that were chosen for inclusion in the study were: establishment of parking charges. However, the $0 level of parking charge was retained in this study to al l ow for validation of the model at the base case conditions, and because the city felt in advance that there was a strong possibility that they would favor a completely incentive-based (i.e. non-punitive) approach. The levels chosen were $0, $25, $50, and $75 per month . establishment of additional charges for parking in lots closer to city hall. The city of Orlando bas three employee lots: the Sylvia Lane lot, the Boone lot and the South lot. The way in which this charge was implemented in the survey was to establish a "lot upcharge." The base parking charges listed above were used for Sylvia Lane (a couple of blocks from City Hall), and the upcharge was applied once to park in the Boone lot (across the street), and again to park in the South lot (adjacent to the building). Respondents were given the choice of parking in any of the three lots if they carpooled (or vanpooled), but could only park in the Boone lot or the Sylvia Lane lot if they drove alone. establishment of an additional charge for driving alone and parking in the city lots, which could be interpreted as a "rideshare allowance." This charge was applied equally in each of the parking lots, and the levels chosen were $0, $10, $20, and $30 per month. establishment of transportation allowances Again, for base case validation an_d for testing the efficacy of programs without allowances, the $0 level was incorporated Other levels chosen were $30, $50, and $70 per month. Implementation was foreseen as offering an equal transportation allowance to each employee, regardless of commute option chosen. For that reason, the allowance was not varied within options but was varied between options. varying levels of bus fare subsidies. Currently, the city offers a 50% fare subsidy to any riders on the Lynx bus system. It was determined to use a 30%, SO%, 70%, and 90% bus fare subsidy level in this study. 7

Previous efforts in this area indicate several other pieces of data that would probably have an impact on the modeling process. 6 These included standard household demographics (age, income, race, gender, etc.), specific questions as to presence of children in various age ranges, adults over 70 years of age, questions about vehicles available to the household and current commuting patterns. These questions were written into the study to follow the responses the scenarios. The responses to these questions are swnmarized in a crosstabulation in Appendix 3. Furthermore, respondents were given the opportunity to give any comments they wished at the end of the survey. These comments are summarized in the results section and included in Appendix 4 Originally, the plan was to present the respondents with the levels of the attributes that were being varied, and allow them to determine the fmal net costs for maximum flexibility. With that in mind, there were clearly some potential interactions between base parking costs, drive-alone upcharges, and lot upcharges. In order to measure those, it was necessary to create a 64-variation orthagonal array to get the proper number of measurements of variable levels The array is shown in Appendix 2. The method of creating this array is drawn from work by Addelman.1 1 Due to considerations of respondent fatigue, it would not be realistic to ask each participant to respond to 64 scenarios. The survey was blocked out into four sections, using an available variable as a blocking factor, so that each respondent would only fill out 16 scenarios Pre-testing efforts indicated that the calculations involved in determining net costs were extremely cumbersome and complicated. The survey was redesigned to show respondents net costs for all scenarios. When the rewri t e was completed, it became evident that the potential interactions would probably become less signifieant than they would have been in the original version of the survey. The interactions proved not to significantly affect the model. Due to time constraints in implementing the survey, CUTR chose not to rewrite the survey with a new, smaller orthagonal array, but rather to move forward with the original 64-variation approach. To avoid order bias, each blocked survey had its component discrete choice scenarios shuffled in I 0 different orders, so that respondents would not always see ascending parking prices, or allowances, or subsidies, etc. An example one of the blocked versions of the final survey is included in Appendix I. Survey Distributi o n Due to the complexity of the survey instrument it was detennined that the most appropriate way to distribute the survey was in an in-person, classroom-sty l e format Every city employee was scheduled into one of 16 sessions, running hourly on December 6 and December 7. The objectives of the survey process and some examples on how to respond to the survey questions were presented, and all questions from respondents were handled on an immediate, one-on-one basis. Approximately 60% of city employees took the survey -a total of 319 responses. 9

DISCRETE CHOICE MODELING PROCESS Selection of Respondents to Include in Modeling Process A discrete choice model is built from the responses to the trade-off questions in the survey In this case, the model described each respondents' probability of selecting each commute mode, given the levels of the attributes (parking charges, bus fare subsidies, etc.). An implicit assumption in the modeling is that respondents will in fact trade off choices, that is, they will not make the same choice under all sets of C

Results of Model Runs A very large number of data elements were tested to see if they had a significant role in explaining respondent choice processes. Those that had significant impact (i.e., had 'T' ratios of 1.96 or higher, indicating 95% or higher probability of significant impact) were retained in subsequent model runs, until a final model was obtained. The assumption of Independence from Irrelevant Alternatives (I IA) was tested in the manner described by Small and Hsiao in the text by Ben-Akiva and Lerman,9 by eliminating the bus/vanpool option. T he purpose of this test is to show that the model coefficients are not significantly affected by removal of an option from the choice set that is, that the probability of choosing an option (say carpooling) is not dependent on the existence of another option (say, vanpooling) Th.is test is performed by restricting the model (i .e., eliminating an optio n), re estimating the mode l in this restricted form, and calc u lating the value of the likelihood function using coefficients from both the restricted and unrestricted models. By using these coefficients to de.;aibe the utility of each mode, the total distribution of mode choice can be estimated for any combination of incentives/penalties that affect the cost of commuting parking costs, bus subsidies, transportation allowances, etc. In order to predict mode choice for the entire employee base, it is necessary to account for both non-respondents and respondents who were not included in the model. The respondents who did not trade off responses are assumed to choose to drive alone under any circumstance, just as they indicated in the survey. Furthermore, it is assumed that all "Gold Sbield" employees will dri ve alone and park in the South lot. This leaves about 125 non-respondents to the survey. Presumably, some would choose to drive alone all the time and others would choose to trade off mode choice in a way similar to the respondents to the survey. About twice the number of respondents traded off mode choices in the survey as chose only to drive alone. However, it can also be assumed that non-respondents are less likely to respond favorably to commute alternatives, since they were unwilling to take a commute alternative survey. For that reason, the modeling assumption is that half of the non-respondents would trade off mode choice and half would not. CUTR ran a number of scenarios based on the above assumptions. It was also assumed that: SOV's could park free in Sylvia Lane (i.e. parking charge= transportation allowance). SOV's would be charged no more than $30/month above the transportation allowance. to park in the Boone lot. HOV's could park free in any spaces they could fmd, and receive the full transportation allowance. No transportation allowance would be actually paid out to SOV's who parked in one of the city lots. Transportation allowances cost the city 20% more than the net amount received by the employee because of income tax. In order to save the 20% overage that the city would need to pay to cover those costs, only the net parking charge would be implemented. These assumptions were based on guidelines provided by the Orlando Transportation Planning Department. The results are shown in Appendix 5. 15

The key findings are as follows: Of the variables that are controllable by the city (Transportation Allowance, Parking Charges, and Bus Subsidies), the single variable that has the grearest effect on reduction of SOV commuting is establishment of transportation allowances for commute abemative users only in effect, a ridesharing allowance. SOV commuters would pay out the full amount of their transportation allowance to park in the Sylvia Lane lot. The model estimates average vehicle ridership (A VR), which is equal to the number of employees arriving at work (525) divided by the number of vehicles used to get them to work. The model estimates current A VR at 1.15, assuming all employees know about the bus fare subsidy If the employees do not know about the bus subsidy (which is entirely possible), the base A VR would be modeled at 1.14. The responses collected from employees about their current commuting habits indicate an A VR of l.l:i. In summary, effects of parking charges, transportation allowances, and bus fare subsidy increases are as follows, assuming SOV's can always park free at Sylvia Lane and that car and vanpoolers can park free in any lot. o For every $5/month increase in parking charge for SOV's in the Boone lot, A VR increases by 0.045. o For every $5/month increase in Transportation allowance paid to users of commute alternatives, AVR increases by 0.07. o For every 20 percentage point increase in bus fare subsidy, A VR increases by 0.02. The attached chart shows the combined effects of transportation allowances (paid to commute alternative users only) and parking charges for SOV's in the Boone lot. 16

SUMMARY RESULTS OF MODELING The modeled effect of increasing the rate of parking at the Boone lot from $0 to $30 per month is to increase A VR from 1.14 to 1.18 or 4.1 percent. The effect of implementing a S 1 0/month transportation allowance, payable to everyone that uses a commute alternative, is to increase AVR from 1.14 to 1.16. Transportation allowances cost the city 20% more than the net amount received by the employee because of income tax. The effect of implementing a bus fare subsidy of 900/o, up from the current 50%, was to increase AVR from 1.15 to 1.16. Clearly this measure is somewhat ineffective, compared to establishing allowances and parking charges The effect of i mplementing a $20 transportation allowance (to users of commute alternatives only), and $30 net charge for SOY's to park in the Boone Jo t, while leaving the bus fare subsidy at 50%, is to increase A VR from 1.14 to 1.20, and earn the city net revenue of $1 ,056. If bus subsidies are set at 90%, the projected total net cost to the city would be $4,495 per year, but AVR woul d not be appreciably increased. By spending $50,000 per year on this program, the city could set up a $40/month allowance and with the $30 additional charge to park in the Boone lot, inCTeasing AVR to 1.21. lticreasing the parking cost for single occupant vehicles to $70 and $40 per month for carpoolers and offering a 900/o bus subsidy would yield an A VR iilcrease of 16.1 percent to 1.32. Because the parking costs exceed the costs of administering the program, the program to would raise $205,000 in revenue for the City or $6.18 per trip reduced. If the parking cost was increased to market rates for single occupant vehicles ($100 per month) but carpools could park for $70 and a 90 percent bus subsidy was made available then the City could increase A VR by 23.4 percent to 1.41. Again, because the parking costs exceed the costs of administering the program, the program would raise $203,000 in revenue for the City or $4.47 per trip reduced. Note: Costs reflect parking charges, transportation allowances, and transit subsidies only. Other program costs to administer and market the program are not included. 18

OTHER DATA There was a high level of interest in two other TDM strategies: Telecommuting and Compressed Work Weeks. Sixty-six percent of all employees gave the highest possible rating of interest (I 0 on a 1-1 0) scale in telecommuting at least I day per week_ The average rating of interest for this alternative was 8 0 I out of I 0 Seventy-three percent of all employees gave the highest possible rating of in terest (10 on a 1-10) scale in compressed work weeks. The average rating of interest for this alternative was 8. 76 out of I 0 Telecommuting involves allowing employees to work out of their homes, or out of satellite work centers, thus reducing commuting traffic. Clearly each job must be evaluated to determine the feasibility of the telecommuting option and the procurement of additional equipmen t necessary. Compressed work weeks allow employees to work 4 ten-hour days (or 9 days for a total of 80 hours) and reduce commute traffic by getting employees off the road one day per week or every two weeks. This strategy can be particularly effecti ve if the extra day off is staggered throughout the week (and not just on Monday or Friday, which is typically what employees most desire.) Implementation of these policies should be pursued by the Planning and Human Resource Departments. These policies are usually seen to be a benefit by employees, whereas implementation of parking charges is often considered more of a penalty, taking away a benefit that employees used to have 19

The amount of budget to be allocated to this program must be delermined by the city. Clearly, the marginal cost of reducing another SOV goes up as more SOY's are removed. 3. Revenue Neutral Policy This is the policy that will have the most effect on SOY's at lowest cost to the city. Of cowse, it is also the policy that causes "most pain" to the employees, in contrast to an incentive -based effort as described above. The maximum SOV reduction that can be achieved under the parameterS set by the Transportation Planning Department ( no net charge for HOY' s, no more than $30 / month charge net of allowances for SOY s in Boone lot) at no cost to the city, is 31 cars/day The program would include : a $20/month allowance paid to users of commute alternatives a $30/month charge to park in Boone a 500/o bus fare s ub sidy. The city would actually have revenue s in excess of program expenses of $1,056 per year, which would partially offset program implementation and administration costs Obviously there will be a negative reaction to establishment of such a charge from many city employees, and this reaction should be carefully considered when the level of parking charges is set. It i s extremely imponant that the program implementation be perceived as even-handed, i e. that everyone is being treated equally 4. Maximum Trip Reduction Policy The most effective policy to induce use of commute alternatives is a combination of a transportation allowance paid to users of commute alternatives only and drive-alone commuters wbo do not park in city lots, and a parking charge for Single Occupant Vehicles ( SOY's ) City policy may dictate that the SOY s be allowed to parlc for free in the Sylvia Lane lot This policy was the basis for the scenarios run using the discrete choice model. Even with such a policy in place, use of transportation allowances and parking charges in the Boone lot should prove effective in inducing use of commute alternatives. The parking charge for SOY's in the Boone l ot should be set as high as City policy allo w s to maximize trip reductions. Higher parking charges have two positive benefits for the City increased revenue per vehicle and increased use of commute alternatives by the employee base Obviously there will be a negative reaction to establishment of such a charge from many City employees, and this reaction should be carefully considered when the level of parking charges is set. It is extremely imponant that the program implementation be perceived as even-handed, i.e. that everyone is being treated equally. 21

SUMMARY The policy framework under which a TDM program is designed will influence the mix of TOM strategies selected and the cost-effectiveness of the effort. Understanding the framework will allow for meaningful comparisons of the various mixes of TOM strategies, including those not currently in place (e.g., impact of introducing a parking charge). With an evaluation of the various mixes, the model provides a foundation for re-examining those policies based on stated changes in behavior. It can also save money by identifying strategies that by themselves may incur substantial investments with little payback. For example, increasing transit subsidies from 50 percent to 90 percent would add only 6 new bus riders from the city's workforce of 525 employees for an additional cost of nearly $4,000 per year The range of impacts including changes in AVR and cost-effectiveness suggests the need to recognize the problem of measuring TDM cost-effectiveness without regard to the employer's policy framework. Among the scenarios tested, the cost per employee ranged from the City receiving $84 per year per employee in additional reveuue to spending over $390 per employee. In comparison, the average annual expenditure per employee for large employers impacted by Regulation XV in the South Coast A i r Quality Management District has been reported to be $105 per employee including administrative costs.1 0 This average cost is often referred to when evaluating the costs of complying with the trip reduction regulation. The fact remains that employers can cost-effectively reduce vehicle trips if costs were the sol e issue In the real world, issues such as employee morale, impacts on productivity, etc. contribute to the employer's policy framework. The cost per trip reduced ranged from ($5.05) to $12.57 per employee for the City of Orlando. The interest in nonfinancial incentives to reducing vehicle trips (e.g., telecommuting) suggests the need for additional research to allow employees the option to telecommute or flex their work schedule. Finally, this approach offers an employer the opportunity to discover those solutions that may be most effective under their policy constraints. It might lead to changes in those policies (e g., introduc i ng a transportation allowance with a parking charge). The approach may temper expectations that seemingly major subsidies (e.g., increase transit subsidy program from 50 percent to 90 percent) may have very little impact on trips reduced for a substantially greater investment. 10 Ernst and Young. I have a child I take to a school that's about 4 miles from school and I also pick her up at the YMCA after work. I want to park at Boone Street and not pay. The majority of City employees have children. I see no questions regarding their drop off at school, the distances they go to school alters when parents can leave the house for alternative transportation. This whole survey becomes moot when considering children responsibilities They now don't have buses and have 2 miles, in most cases, to cover to get to school. Then you have to consider pick up and that all changes ever 6 weeks with year round. I am opposed to any program where I would have to pay for parking. With school age children, it would be impossible for me to take a bus. With meetings where I am required to be at work early/late I would not be able to car pool. I have been here over 6 years and have yet to get the Boone Avenue parking that was for employees that have been here 5 years In some survey cases, Boone Avenue Parking costs more than Sylvia Lane, will that be guaranteed parking or would you have to go to Sylvia Lane if Boone Avenue was full? Hav ing a husband over 70 and a mother over 75 it is important for me to be able to leave if a emergency situation arises, this my lack of interest in van pooling. Public transportation need to increase bus running times and places run to make it easier for doing all errands done during the day with own car. Code enforcement officers use private owned vehicles for work only option available is to drive to work i n privately owned vehicle. I think the interstate regular round way traffic should be addressed by interstate and stree t designers. Workers should not be bothered with this if designers did their job and not be paid for advancements or roadways and 1-4 each year Retain motorcycle spaces. The bus would be more attractive if there were a cross-town express that ran on the East-West expressway to cut travel time. I 0 hour days 4 day work week would be most helpful. Built a metro that would go around Orlando. The bus service is never on time.

I would be willing to share my vehicle with someone else who would like on my area and works downtown but if an emergency occurs or I get out late from visiting a company or interviewing witnesses the person car pooling with me would be left without transportation. 052 If the purpose of this survey is to see if some city employee vehicles could be getting off the road or make available more parking spaces, let employees with assigned city vehicles take those vehicles home. 055 The transportation system presently available offers no incentives no parking areas, no timely schedules, ride is too long. This would not only reduce traffic, but reduce operational costs day care costs, government program subsidies, and improve efficient service and moral. 200 It would be very prohibitive for me to pay $50-80 for parking however I have chosen "drive alone" because I have attempted to carpool and was unable to find an appropriate rider. In addition my supervisors require me to be flexible and to be able to work late on a sometimes frequent basis. 20 I The primary reason I would not carpool is that 80% of the time I either stay late at work, attend a meeting after work, or go to a destination other than house after work (run errands, etc.) Taking the bu s is too time consuming (waiting for the next bus, making the transfer), and more importantly since I get home most nights after dark, it is not safe to take the bus (the walk ways are not lighted from the bus stop to the apartment parking lot and I am aware of at least 2 attacks in the last 2\1, years in the complex). Suffice to say, I do not walk more than I have to after night in the area. The bus also is not convenient for running errands after work (i.e., grocery shopping, dry cleaning, etc .) Biking is not an option due to (I) the amount of time it would take to bike shower, and change before work and (2) the route I would need to take through some bad neighborhood s. I take the EastWest Expressway into work it is quick and convenient. So my choice is going to be to drive myself. 205 I would consider van pooling if child care facilities were available downtown at reasonable rates.

206 City Hall promotes carpooling however, management not! I recently had a carpool member who had to stop carpooling because her dept. mode her change her hours from 7:30-4:30 to 8:00 to 5. Therefore, she has to drive in from Deltona alone 210 The city and it's employees would gain if the employee was required to furnish a work vehicle and be given a tax write-off for the expenses. 211 Tri-county needs to i nvest in more buses, and ligh t rapid transit. It appears that all of the proceeding sheets of this questionnaire are the same except for parking rates and allowances I would not change my current commuting practices based on these factors it is convenient to drive most of the time and to carpool when feasible. If the purpose of this progratn is to reduce traffic, I think it is doomed to fail, because the population of this area is increasing. Also, the city/county spends millions of dollars to advertise for tourists and other visitors to come here, any reduction in traffic by carpoolers would be insignificant Employees should not be penalized. I think most people would drive their own car most of the time and carpool occasional l y. I think a few people would consider a vanpool I think they base their decisions on convenience NOT parking rates. I would like to suggest use of a commuter train on existing railroad tracks like they do in Broward County. I think this would be very popular. I would be willing to ride the bus if a park and ride with an express line into downtown were available When I lived in Dallas the DART (Dallas Area Rapid Transit) had a very nice bus line from Las Colinas into downtown Dallas. Everyone got on the bus in Las Colinas at the park and ride and the very clean nice, plush bus made no stops until it reached the heart of downtown I would love to see an opt i on like that available here.
