APPENDIXB : Introduction An on-board transit survey was conducted as a cooperative effort of Enrichment Systems, the Center for Urban Transportation Research at the University of South Florida, and Manatee County Transit as part of the Transit Development Plan Update. The survey was conducted ou Friday, December 15, 1989. The surveys were distnbuted by the bus operators on all the fixed routes. The surveys were handed out on outbound trips from the Courthouse or other major transfer points. The respondents were asked to complete the questionnaires and turn them in before leaving the bus. Since the completion of the survey was at the discretion of the passenger, the sample is not necessarily random or completely representative of the typical rider In general, those riders only on the bus for a short time may not have completed the questionnaire and those persons who cannot read or write would obviously not be represented in the completed questionnaires. The complete survey resu lts are presented on the survey form itself, and in tables, graphs and comments as appropriate for each specific question. Further c r oss tabulation of survey data provides a. more in-depth analysis of ridership behavior. A total of 301 surveys were completed for the nine fixed transit routes. While the information from the survey is presented in detail in tabular and graphic form, a brief highlighting of the findings will be presented in this summary Most of the users, 60%, walk two blocks or less to catch the bus, and 65% walk two blocks or less to their final destination. Almost half transfer at least once. The typical rider pays the regular adult fare and uses cash. Over half of the riders use the bus service four or more times per week. The main reason for selecting transit is that riders don't drive or own their own car (56.3%). Fifty-six percent are between ages 23 and 59, slightly over half are white, and, typically, users are working poor who don't own an automobile and who are full time residents. Service is generally rated by users as good or very good. Using a five-point s cale, with very good being a 5, overall satisfaction is 3.96. The lowest rating is for arriving on time, 3.74. Comments indicate interest in more bus service to the Palmetto area and interest in holiday and -Sunday service. Also, extended service in the evenings was requested frequently. If bus service were not available, individuals would either ride with someone else or not make the trip at all, Lower income group riders typically do not own a vehicle and are using the bus for work trips. Young adults and middle age adults make work trips; older adults, shopping trips. Approximately 74% of the elderly who use the bus service do not drive. The most .frequent routes used for work trips are 1, 4, 5, 8, and 10. The most frequent route used for shopping trips is 9. B-1

Fixed route transit is used primarily for work trips and shopping trips by low income people who have no other viable means of transportation. The fixed route transit services primarily serve a transit dependent population. This information is used to evaluate current services and understand system user characteristics. Data and information from this survey are integrated into the three (3) technical memoranda that compose the IDP Update and serve as Appendix B of the IDP. Appendix A provides detailed trend information and Appendix C, peer comparisons. The on-board survey was not included in the original scope of work, but was deemed necessary because of the dearth of current information available on transit users. B-2
