EXECUTIVE SUMMARY According to FOOT Safety Engineers, the requirement for reporting traffic crashes (in state crash database) in Florida has reduced the number of crash reports available for engineering study by approximately half (The state crash database includes only those crashes involving hit and run, fatality, DUI, and injury. However, the county crash databases include all reported crashes on all roads). This situation has resulted i n an increasing difficulty in the identification and justificat ion of highway safety i mprovements. Therefore, the demand for accurate crash surrogate data has increased. The current method of estimating crash surrogate data is based o n a nation al study conducted during Summer 1982 in Kansas City, Missouri fo r 48 intersections. The mechanica l characteristics and safety f eat ures of vehicles have undergone signif icant changes {e.g., anti-lock brakes} since then. Therefore, i n vest ig ating the validity of the national tables for current conditions and developi n g similar tables for Florida -bas ed intersection conditions were necessary. A comprehensive t raffic conflict study was conducted by the Center fo r Urban Transportation Research (CUTR) to observe traffic conflicts, collect crash data and develop tab l es for Flor i da -based intersections. During the study, the fifteen m os t common i nterse c tion types were identified. The i ntersection types were categorized based on signalization, number of legs (three or four), and through (general) la ne age of the inter section. Thirteen traffic conflict types were surveyed from 178 intersections samp le d from a five-county (Hillsborough, Manatee, Pasco Pol k, and Sarasota ) area. The most recent three-year {1992-1994} crash h istory of the sampled intersect io ns was collected and rel ated to the conflict counts. Based on the confl ict and crash data, new and easy-to-use tables were deve loped f or F l orida -ba sed i ntersections. These new and simplified Florida-based tables can be used to estimate the expected number of crashes at intersections. Additionally, the tabl e s provide 90th and 95th percentile conflict rates per day for each of the f ifteen intersection types and conflict types to evaluate the relative safety and operational problems at i ntersections. 1

PURPOSE The Florida D epa rtment of Transportation entered in to a contract with the Un iversity of South Florida, on behalf of the Center for Urban Transportation Research (CUTR) t o determine the impact of Florida-based crashes on the National Highway Institute's expected value tables and to develop, new, easy to use expected value tables for Florida conditions. This report includes the expected val ue tables developed for Florida conditions. The Florida-based tables can be used to: Identify i ntersections with safety and ope ra tional p r oblems i de ntify high risk vehicle movements (the most frequently occurrin g conflict types) at i ntersections and take remedial actions prioritize safety improvements for a selected number of i ntersections estimate expected crashes at newly built or recently changed {i .e. change from unslgnallzed to signalized and/or number of l egs ) i ntersections estimate crashes at intersections where recent historica l crash reports are not readily accessible or do not exist study Intersections other than h i g h crash intersec t ions 2

INTRODUCTION Based on a study conducted by Center for Urban Transp o rtation Research (CUTRl in Summer 1995, new easy t9 use expected value tables were developed for Florida based intersections. Fifteen d is t inct expected value tables were deve l oped for fifteen distinct inte r section types (table 1) identified in the State of Flor i da. The tables were base on traffic conflicts at 178 intersections (approximate l y twel ve intersections in each inte rsection type) were observed, with 2-hour observation period at each leg, from a five-county (Hi llsborough Manatee, Pasco, Polk, and Saraso ta) area in wes t central Flor i da. Observations were made either 7am to 12pm or 2pm to 6pm at each intersection on a single day (Monday t hr ough Thursday non-hol i days, and under dry pavement conditions). A 95th percentile reliable estimate for the range of number of crashes caused by the specific conflict type is found using To illustrate with an example, we will assume that we are observing conflicts at an intersection that is a signalized four-legged 2x2 intersection (classified as S4A). We also assume that 50 right-turn same direct i on conflicts were observed during t h e total 4-hour observation period. Comparing this value to the 95th percentile of tab le 2 Indicates that this would be an u nusually high number of conflicts to obsarve (since 50 > 45.49}. (-1.53,2.34) In this example Y. is less t han 2[Var(Y.)]%. Therefore, the range has a negative value. Since the number of crashes can not be less than zero, the possible range of the crash numbers should be from 0 to 2. Therefore, the calculation estimates that zero to two right-turn same direction crashes most likely will 5

occur (with a 95-percent confidence) at the in tersection during a one-year period. Even though this reflects crashes during a 201 -day year (Monday through Thursday and from 7am to 6pm), this provides a basis for comparing intersection safety and operational problems. These counts do not include secondary conflicts. Blanks (-) i ndicate that these conflict types are so rare that any number observed at an intersection should be considered abnormal. 6
