It occurs to me that the close crowding of U.S. & British troops in limited housing facilities during the coming winter might be an attractive condition for the use of bacteriological warfare by the Germans. They have unquestionably been doing some experimenting along such lines and would be prepared to employ such tactics to avoid an invasion attempt by the Allies. I believe consideration of the possibilities of an active attempt to spread disease under overcrowded conditions should be borne in mind in all our planning and any preventative measures should be planned from the inception of our work. 3/4.
