According to Rule 40E-4, Florida Administrative Code (FAC), satisfactory answers to the following __12___ additional comments must be provided before our review can continue. l. Please provide a cross section at Fish Slough showing the proposed setback with pertinent dimensions and elevations. 2. Please be advised that this proposed project is located within the S-65D Drainage Basin. This basin has an allowable discharge rate of 31.1 CSM for the 10 year-3 day _,,...b~Joc .. design event. Please design each of the three (3) basins to adhere to this allowable ~t; ) discharge criteria. Please revise and resubmit calculations and construction \-3,. 3 c -.:..-. drawings as necessary to address. 3. In order to clearly show the necessary construction details, please provide construction drawings that are 24" X 36" in size. In addition, please verify that all existing facilities are shown. Staff will verify these facilities during the upcoming on-site inspection. 4. Please verify that the proposed collection ditches will not intersect or connect to wetlands and that the ditches will not be terminated at a point where the resulting groundwater gradient will not exceed the District's wetland/lake separation criteria as contained in Section 4.10 Basis of Review for Surface Water Management Permits (March 10, 1994 ). 14. District criteria requires an average 25' wide (minimum 15') upland buffer around all wetlands. Please provide a cross-section detail of the levee construction in the vicinity of wetlands showing the required buffers. 15. Please revise the master plan to show the following information: a) all wetland areas with identification numbers b) location of all proposed ditches and levees c) Fish Slough drainageway d) add proposed levees to the legend on the master plan 16. Since a pumped system is proposed to regulate water elevations within the pastures containing wetlands, establishment of seasonal high water elevations (SHWEs) within all wetland areas will be necessary to certify the pump-off elevations so that there will not be any adverse impacts to wetlands. The SHWEs can be established during the wetland boundary verification inspection requested above. Pump-off elevations below the SHWEs will be considered a wetland impact unless the applicant can demonstrate that the proposed pump-off elevations will not adversely impact the wetlands. 17. It appears that several wetlands will be included in the proposed reservoirs. Based on the flood routing provided, it appears that stages in Reservoir #1 will exceed the control elevation in excess of 14 days following the 25-year, 3-day storm event. Please be advised that the reservoir system should be sized/designed to recover the SHWEs of the wetlands within 14 days. If stages exceed control after 14 days, this will be considered a wetland impact and will require mitigation. 18. It appears that the proposed master plan will impact wetlands. Mitigation for wetland impacts will be required. Please document the location and acreage of all wetland impacts and provide a mitigation maintenance and monitoring plan for this project. 3
