ADDL/REVISED SUBMITTAL MAR 2 51998 This is in response to your letter dated March 13, 1998 requesting additional information. 1. A cross-section is shown as Section A-A. This section is to also represent the levee as shown by the project boundary. A collection ditch is shown by another symbol as shown on the plan and will not surround each project ... 2. The plan and flood routings have been modified to comply with allowable basin discharge of 31.1 CSM for the 10 year-3 day event. 3. To nior~ clearly show details, pertinent portions of the plan will be shown at a different scale. All known existing facilities are shown. 4. The internal side slopes are changed to 2.5:1. 5. No surface water withdrawals are proposed nor planned. 6. Fill for dikes will be internal and is illustrated on the plan. The dimensions of the excavation will be similar to the cross section of the dike, which will vary depending on the elevation. A typical cross section is shown on the TYPICAL OVERFLOW & RETURN STRUCTURE. 7. A Silt screen will be placed in Fish Slough at the downstream end of 101 Ranch. Sumps will be constructed at ~.11 new culvert discharges. 8. Section A-A shows a cross section of any new ditching. A line as , indicated in the legend shows where the collection ditch is proposed. IOI Ranch is generally intended that any new ditching will have no more than a 6' depth, 1 : 1 side slopes and no more than a 20' top width. " 9. No new connections to Fish Slough are proposed. Four of the existing connections will have a 3 6" culvert and 7' stop log riser installed. This will allow drainage during low frequency events, when tail water allows. No new land use is proposed and so there should be no requirement for water quality treatment. These structures are illustrated section A-A. The table below section A-A shows details. When tail water is so high ; . tha~ there is no discharge off the project area the stop logs will be added. 10. Reservoir #3 will be isolated from the existing reservoir. The connection to Fish Slough will be through existing ponds and sheet flow for several hundred feet. 11. The 1 , oq yea~-3 day storm is enclosed. 12. Limits of wetlands were resolved during field and office visits with Gregory Sawka. A photograph has been enclosed with wetland delineation. 13. Proposed collection ditches will not impact wetlands anymore than existing ditches. Wetlands will be avoided. 14. An average 25' and minimum 15' buffer will be maintained. 15. a) all wetland areas are numbered and also show size on the existing conditions map b) Proposed ditches and levees . are shown on the plan c) Fish Slough drainage way is shown d) Proposed levees are shown listed in the legend 16. Pump-off elevations have been determined to not have 3:dverse impacts to wetlands within the reservoirs. It is observed that nei:ther ' will the pump-off elevations adversely impact the wetlands. The SHWE has been exceeded for nearly 8 continuous months. 17. See revised routings. 18. See revised plan. Impacts will be minimized and wetlands will be avoided. 19. It is the owners and consultant's contention that this proposed plan will have no impacts to endangered and threatened species and species of special concern. This system is planned primarily to alleviate the extreme conditions of the past several months. There is no new use planned. It will remain in the current use. A field visit with ~FMWD and the USACOE (Elizabeth Bishop) on 26 March 1998 seemed to confirm this. 2 ofI4 03/24/98
