The dominant soil within the project area is (Fp) Felda Ponded, (8m) 8assinger & Pompano Fine sands and (Oe) Okeechobee Peat. These soils are nearly level and poorly drained. The wet season water table within 12 for 1-4 months of the year. The drainage patterns of the project area have been impacted by activities such as drainage swales and ditches. The site has an average slope of approximately <1.Sft per mile. A.2 Aerial photographA copy of a recent blue line aerial map depicting the project site is included at the back of this report. A.3 Wetlands Map Twenty-eight isolated wetlands are associated with this project; a list is shown below. All are isolated seasonal flooded herbaceous systems; impacted by ditches and cattle farming activities. Delineation was done using indicators such as soils, vegetation and invert elevations. Environmental Considerations 8.1 Wild life SurveysN/A 8.2 Water Quantity & Quality MaintenanceWater shed areas have been maintained during the design. The natural slope is toward the south in a well-defined path.: This design calls for three pumped systems and treatment ponds loc.rted adjacent to the receiving waters; i.e. Fish Slough. Runoff will . be collected by the swale ar)d collection di~h system and conveyed to the lowest part of the watershed. The lower part where the pond is situated is bermed and has a structure containing a bleeding device, an outlet device and an emergency overflow device to return water to the pasture when the 25-year flood is exceeded. Water quantity and quality treatment is done in these reservoirs. The silt has sufficient time to settle in a pre treatment sump, while the excess storm water accumulates in the pond. Extreme runoff is allowed to continue through the drop inlet structure. Flood attenuation is achieved at this time. This is a wet detention treatment system. The water quality treatment volume (first 1 inch) remains in the pond and is bled away to satisfy the criteria for the treatment volume. The existing drainage pattern and watershed will not be changed. C.16 Erosion Controls-Silt screens, (staked hay bales or plastic screens) are proposed to be used between construction areas and creek banks during the time of construction. Note that the invert elevation of the discharge culverts is set at elevations in close proximity of the receiving water elevation , which is lower than natural ground. This drop in elevation eliminates the need for turbidity controls . C.17 Mitigation Master Plan-None C . 18 Site Grading-See Master Plan. Three treatment ponds are to be constructed. The bottoms of which will not have to be graded. A proposed berm along Fish Slough is proposed with a top elevation of 71.50 ft and located 150 east of the westerly bank of Fish Slough . The elevation of the respective reservoirs is listed on the Master Plan . Other off site water will be allowed to flow as it did historically. i.e. along the Fish Slough conveyance which has a proposed 150 wide cross-section for conveyance. The status quo will remain. No offsite waters will enter the proposed projects as delineated on the master plan. D. These will be done as soon as construction starts (60 days after permit issuance) and "As Built" certification will be done 60 days after completion of construction. E. Drainage Information The project area is very flat, however there is a small slope towards Fish Slough. The area has been drained by an existing system of ditch~s and/or swales . This plan suggests that some new ditches be du alon the ro osed berms and the existin itches be cleaned out. The proposed ditches will substitute for the three systems emg isolated for Fish Slough. The future use of the land does not change. The total acreage owned is 2 r. s . This application proposes a surface water management system for a total o 1098 acre . The project area of 1098 acres is sub divided into three separate basin for the design o system . See Master Plan for the location of each of these basins and their sizes. Surface runoff will be collected by the existing swales and discharged to the collection ditch system and conveyed to a pump at each of the three proposed treatment reservoirs. The lowest part of each drainage area will be diked and used for storing the treatment volume . With that the slopes are so small the velocities so low, consequently there is sufficient time for the settlement of sediment. Since the land use will not change, all the project area is covered with grass and very little sedimenUerosion will be generated. ; . . Water quality treatment takes place in the reservoirs before being discharged to the historical conveyance. According to the curve on page C-9 in the permit information manual the rainfall for this location is 6.4". A 24-hour distribution in the modified SANTA BARBARA URBAN HYDROGRAPH was used for routings. Off site inflows. Off site flows are historically kept separate from the project area. Eighty pounds per acre of Bahia seed should be sown in all places where the soil is not covered over with grasses. Swale pipes should be inspected during the spring and summer to ensure that water will leave swales and flow to the collection ditch system. See SCS Best Management Practices #310 . Collection Ditches: Weed control in the ditches should be performed regularly. Maintenance of the ditches should include weed control along the side slopes and down to the ditch bottom. All foreign material (e.g . bottles, cans, paper and plastic bags) should be removed frequently to prevent stoppage of the control structures. Also SCS BMP #410. Control structures: These should be inspected after storms that exceed 5" of rain or two times during the summer. Clogging of any of these structures may cause serious damage to occur elsewhere. Remove all foreign material as well as grass, leaves or vegetation that may cause the structure to malfunction. Also SCS BMP #587. Spreader Swale: The spreader swale should be inspected after every storm with 5" of precipitation or more to ensure than no erosion is taking place. See SCS Best Management Practices #342 for critical area planting. Detention Ponds: No mowing or grazing should in these areas. Natural recruitment of wetland species should be allowed. Also SCS BMP #644.
