After the Fact Authorization for Alteration of 59.5 Acres of Wetland Eagle Tree Farm Mitigation National Audubon Society Kissimmee Prairie Sanctuary Okeechobee County Florida Dear Mr. Hall : In accordance with the procedures contained in 36 C.F.R., Part 800 ("Protection of Historic . Properties"), we have reviewed the referenced project(s) for possible impact to historic properties listed, or eligible for listing, in the National Register of Historic Places . The authority for this procedure is the National Historic Preservation Act of 1966 (Public Law 89-665), as amended. , Regarding the Eagle Tree Fann project area; a review of the Florida Site File indicates that no significant archaeological or historical sites are recorded for or likely to be present within the project area. Furthermore, because of the project location and/or nature it is unlikely that any such sites will be affected. Therefore; it is the opinion of this office that the proposed project in the Eagle Tree Farm area will have no effect on historic properties listed, or eligible for listing, in the National Register of Historic Places. Regarding the proposed mitigation project in the National Audubon Society Kissimmee Prairie Sanctuary; a review of the Florida Site File indicated that there are no archaeological or historic sites recorded within the project area . However, the lack of recorded historic properties is not considered significant because the area bas never been subjected to a systematic, professional survey to locate such properties. Data from environmentally similar areas in Okeechobee County indicate that archaeological and historic sites, especially the former, are likely to occur in the study area . It is, therefore, the opinion of this office that there is a reasonable probability of project activities impacting historic properties potentially eligible for listing in the National Register of Historic Places . Since potentially significant archaeological and historic sites may be present, it is our recommendation that, prior to initiating any proj~ct r~lated land clearing or ground disturbing activities within the project area, it should be _ subjected to an archaeological and historical survey . The resultant survey report will need to be forwarded to this agency in order to complete the process of reviewing the iivpact of this proposed project on historic properties. The results of the investigations will detennine if significant historic properties would be disturbed by this project. In addition, if significant remains are located, the data described in the report and the archaeologist's conclusions will assist this office in determining measures that must be taken to avoid, minimize, or mitigate adverse impacts to historic properties listed, or eligible for listing in the National Register of Historic Places. It is the recommend~tion of this office that plans for ~his survey be coordinated between the applicant, the consultant hired by the applicant to conduct the survey, and this office . Because this letter and its contents are a matter of public record, the applicant may be contacted by consultants who have knowledge of our recommendations. This should in no way be interpreted as an endorsement by this agency. The Society of Professional Archaeologists (SOPA) is the national Certifying organization for archaeologists . Upon request, our office can supply a listing of archaeologfsts who are SOPA members living or working in Florida. In addition, we can provide information on ordering their Directory of Certified Professional Archaeologists from them .
